Job description

The Employment Development Department (EDD) has immediate openings for Information Technology Cybersecurity and Fraud Technical Specialists. This role involves leading and performing engineering-level duties to support security and fraud related issues within the Cybersecurity Operations and Fraud Center. Key responsibilities include being able to communicate well as a technical project lead and mentor, developing technical requirements, designing secure solutions, developing detection and prevention tools, collaborating on security risk assessments and audits, developing and maintaining documentation, Linux and Windows security systems configuration and administration, enhancing operations, conducting fraud and forensic investigations, monitoring system capabilities, vulnerability and threat testing, incident response, staff training, and EDD modernization.
The Cybersecurity & Fraud Technical Specialist:

  • Designs, develops, configures, documents, and maintains information security related systems, policies, procedures, and practices supporting EDD's cybersecurity operations & Fraud center and modernization activities.
  • Applies cybersecurity operation and fraud detection analysis and countermeasures for potential data and systems threats and vulnerabilities.
  • Actively monitors, analyzes and responds to incidents related to the proper application of privacy protection processes to identify, address and mitigate suspected privacy, disclosure and fraud incidents as well as inappropriate access and breeches of state and federal tax information and personally identifiable information.
  • Ensures EDD cybersecurity operations and fraud center systems, policies, procedures and practices incorporate and comply with applicable federal, state, local, and industry legal, statutory, and regulatory requirements.
This position may be eligible for Telework under EDD's Telework policy and is located in the heart of downtown Sacramento at EDD's headquarters office at 800 Capitol Mall, Sacramento. Employees are required to report to their headquarters office as needed. Expenses related to traveling to and from the assigned headquarters location are not covered by EDD and are the responsibility of the employee.

  • Understanding of IT infrastructure, linux, windows, networks, firewalls, servers, cloud, coding, scripting, security protocols, authentication, and authorization.
  • Ability to gather, write, and communicate detailed technical procedures, requirements, and solution design documentation.
  • Possess effective interpersonal and professional technical qualities with the ability to build valuable internal and external relationships with a wide variety of people.
  • Ability to effectively communicate verbally and in writing to all levels of management and staff.
  • Ability to use rigorous logic and methods to solve difficult technical problems with effective solutions.
  • Ability to make sound decisions based on analysis, experience, and judgment.
  • Ability to use time and resources effectively & efficiently.
  • Ability to produce results working independently and in a team.
  • Ability to learn emerging technologies that may become necessary to support the organization's business and long-term strategic plan.
  • Bachelors or Masters degree in Computer Information Systems, IT Systems Engineering, Digital Forensics, Computer Science, and/or Cybersecurity Engineering, or equivalent work experience.
  • Certifications in Information Technology, Cybersecurity, Digital Forensics, IT Systems Engineering, Cloud, Coding, Scripting, Linux, and/or Network, etc.
  • Certifications in CISSP, CCSP, CISM, CRISC, CEH, OSCP, Azure/AWS Architect, Splunk, etc.

Statement of Qualifications Requirements
A Statement of Qualifications (SOQ) is REQUIRE D. The SOQ will be considered the first phase of the hiring process for this position.     Background Investigation Requirement
