Job Description:
Keish Environmental is seeking a self-motivated, enthusiastic individual to join our team as a Senior Geographic Information Systems (GIS) Technical Specialist. This position primarily works alongside our public agency client as seconded staff to perform skilled technical and professional work in the organization, analysis, synthesis, maintenance, reporting, and publishing of GIS data and cartographic deliverables. Under general direction of the Civil Engineering Manager and the Assistant Director of Engineering and the CADD Specialist, the GIS Resource performs as a team member and aids with the conversion of CAD files to GIS with Asset Management levels and attributes through FME scripts, the management of the design and construction drawings/exhibits and data management of the ArcGIS data environment. The employee works in the Engineering Services Branch, which is part of the Office of Program Delivery, as seconded staff to our client.
In this role, the candidate will manage multiple, concurrent GIS tasks in a fast-paced and rewarding environment. Our public and private sector clients rely on Keish staff to fulfill their project needs for timely environmental compliance documentation, including coordination and communication internally and externally with a diverse group of stakeholders.
Duties:
  • An understanding of FME and how to develop scripts to allow for data transfers from DGN files.
  • Prepare spatial statistics, conduct spatial analyses, and provide detailed cartographic output for use in meetings, reports, and the Land Use Master Plan.
  • Prepare geospatial data through attribute standardization and metadata creation to produce mapping and other material for use by Authority and other Program staff.
  • Knowledge of principles and practices of ArcGIS standards.
  • Expert knowledge of ArcGIS enterprise portal, ArcPro, GIS Services, Web maps and Web apps
  • Maintain expertise in existing and emerging GIS -related software and technologies and evaluate their application to improve the Authority's programs. Identify, track, and communicate functional defects, process improvements, or web viewer application user enhancements.
  • GeoView is ArcGIS based. The person needs to know how to work with ArcGIS enterprise portal, ArcPro, GIS Services, Web maps and Web apps.
  • Working with the GIS team to update and maintain the web apps (Viewers), GIS services and data layers.
  • GeoView meetings and coordination with the Engineering team.
  • GeoView service layers update and maintenance.
  • GeoView app configuration, updates, and Enhancements.
  • Linking GeoView data layers with Engineering data packs on SharePoint (RFCs, DCNs, DVRs, DLs).
  • Updating Engineering data layers and HSR base data layers according to the latest updates delivered to the GIS team.
  • Updating guidelines and manuals for the Engineering team according to the GeoView updates.
  • Updating current FME scripts, and development of new ones as required
  • Handling engineering related GIS analysis and mapping request

Minimum Qualifications:
  • Bachelor's degree from an accredited four-year college or university in Geography, Environmental Planning, Computer Science, or related field to be able to demonstrable a relationship to successful performance of the job OR a minimum of seven (7) years of relevant experience in Geography, Environmental Planning, Computer Science, Administrative duties that included relevant GIS-related documentation assessment will be considered as equivalent to a degree.
  • A minimum of twelve to fifteen (12-15) years of progressively responsible experience in GIS development, programming, server administration, or geospatial analysis (or equivalent working knowledge/experience) related to database design and geospatial data management for public projects, with emphasis on infrastructure projects.
  • Active professional involvement in URISA, AAG, ASPRS, AGU, CGIS, GITA, or related professional organizations is desirable.
  • A resume showing progressively responsible experience in GIS development, programming, server administration, or geospatial analysis (or equivalent working knowledge/experience) related to database design and geospatial data management for public projects, with emphasis on infrastructure projects.
  • Knowledge of cartographic design principles, raster and vector data creation and editing, digitizing techniques, geographic standards, and coordinate systems, geo-referencing, geoprocessing, and geocoding techniques and methods, geographic data management, including ESRI geodatabases and RDBMS, multi-user geodatabases and geodatabase design, database replication/versioning techniques and best practices, and ArcGIS desktop client/SDE server interface.
  • Knowledge of Esri ArcGIS for Desktop 10.x and its extensions (Spatial Analyst, 3D Analyst, Network Analyst, etc.) and Esri ArcGIS Web App Builder to develop and manage web mapping viewer applications.
  • Knowledge of the operation of Esri ArcGIS Pro and Esri Portal for ArcGIS.
  • Knowledge of map service and feature service publication and of Representational State Transfer (REST) endpoint web service protocols and libraries.
  • Knowledge of the California environmental permitting process and usage of GIS analysis to support and supplement the regulatory permitting process (datasets required, geoprocessing tools needed, analysis methods, etc.).
  • COVID-19 vaccinations required (medical or religious exceptions granted).
  • Candidate must be authorized to work for any employer in the U.S. Currently, we are unable to sponsor or take over sponsorship of an employment visa.
  • Valid state-issued driver's license and a clean driving record for at least the previous five (5) years, and a reliable mode of transportation to remote work sites.
  • Background checks required.

Preferred Qualifications, Skills, Experience:
  • 15 years of practical experience in transportation projects of significant size, with management responsibilityAbility to adaptively manage project and schedule changes, and to troubleshoot data fidelity issues between CAD and GIS environments.
  • Expert knowledge of BIM model-based design software - Power InRoads, Power Railtrack, Open Roads Designer, and OpenRail Designer. Familiar with BIM environment is a plus.
  • Proficiency and knowledge of Adobe Creative Cloud Suite - Photoshop and Illustrator
  • Use data management tools, analysis tools and conversion tools and other related ArcGIS tools applicable to the requirements.
  • Produce high quality cartographic output for presentations is desirable.
  • Produce map backgrounds compatible with vector graphic editing software for creation of public-facing exhibits.
  • Coordinate multiple requests simultaneously, organize the work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
  • Establish and maintain effective working relationships and communications with client staff and project consultants, private contractors, employees, and the general public.
  • Explain GIS processes, tools, and applications to Authority and Program staff to determine what GIS resources are needed to support their tasks.
  • Proactive communicator, collaborator who can take and give direction, provide actionable reports, and work updates.
  • Highly organized and motivated self-starter with a demonstrated track record of successfully managing and completing multiple concurrent projects.
  • Effectively work independently and within a diverse project team.
  • Have a keen attention to detail.
  • Perform physical labor and movement, including standing, climbing, sitting, and/or lifting. Able to physically transport 10 lbs. on a consistent basis.
  • Maintain confidentiality and exercise good judgment with sensitive information disclosures.
  • Proficient with personal computers, digital devices, software applications including, but not limited to: MS Office Suite (Word, Excel, Outlook, PowerPoint).
