Position Description

Join our team as an CIP (Critical Infrastructure Protection) Senior Analyst under the Utility Technology Services Section of Tacoma Power! This position is primarily responsible in supporting the CIP Program through phases such as development, implementation and maintenance of policies, plans, processes, procedures, and evidence. You will also be providing necessary guidance to ensure compliance of company facilities with the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards as well.
In addition, the CIP Senior Analyst is responsible for coordinating with CIP Program Subject Matter Experts SMEs across Tacoma Power on documentation, process improvements, and reviews of evidence of compliance. These reviews include detailed technical review of asset configuration and reporting to ensure compliance, analyze opportunities for process improvement, and streamline the coordination of support efforts.
Job Responsibilities:
  • Perform a wide variety of advanced analytical duties and tasks related to Tacoma Power's compliance with the NERC CIP Reliability Standards applicable to the data, acquisition and control systems associated with managing the bulk electrical system.
  • Work with the CIP Program Manager to lead Tacoma Power in developing, implementing, and maintaining policies, plans, processes, procedures, systems, evidence, and tools to ensure compliance with the NERC CIP Reliability Standards, to support Tacoma Power's CIP Program.
  • Prepare and maintain complex reports related to Tacoma Power's CIP Program. Assist with the preparation and submittal of information to WECC such as mandatory data requests, self-certifications, pre-audit information and surveys, responses to periodic audits and spot checks, self- reported potential non-compliance, and Mitigation Plans.
  • Respond to requests for aid from CIP Program SMEs, and Managers for support of compliance functions and the development, collection and storage of compliance evidence, and processes.
  • Create and provide training to CIP Program SMEs on process improvements and overall CIP Program functions. Work with management and SMEs to ensure training meets the expectations of the business as well as individual SMEs. Analyze gaps in current CIP Program SME training and suggest, create and update CIP Program training elements.
  • Research new Operational Systems management software tools and develop and present proof of concept
  • Develop materials as needed for Operational Systems administration cross functional training.

Qualifications
Minimum Education*
Bachelor's degree in information technology or directly related field
*Equivalency: 1 year of experience = 1 year of education
Minimum Experience*
4 years of progressively responsible information technology experience related to assignment
Licensing, Certifications and Other Requirements
BASED ON ASSIGNMENT:
  • Proficiency in North American Electric Reliability Corporation Critical Infrastructure Protection (NERC-CIP) standards
  • Security+ or related certification: CISSP
  • Some assignments may require a Washington State Driver's license

Knowledge & Skills
