SALARY:
The salary range for this position is $99,899.51 to $152,431.59. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.

The Morris-Sussex Vicinage seeks an individual with strong leadership, financial management, decision making, creative thinking and problem-solving skills to serve as the Vicinage Finance Division Manager (VFDM). Under the direction of the Assignment Judge and Court Executive 3B (Trial Court Administrator), the VFDM is entrusted with ensuring fiscal integrity by directing the operations of the Finance Division, maintaining sound financial operations for the vicinage, and developing and implementing policies and procedures to secure custodial funds. Duties include the allocation, management, and realignment of the vicinage’s salary and operating appropriations, including Direct State Service and special purpose funds, grant management, position control, procurement activities, fixed asset management, the development, implementation and review of internal controls, assessment of statewide audit findings and compliance testing, oversight of Special Civil Court Officer fiscal directive compliance, management of all court held funds including the collection and disbursement of filing fees, bail, forfeitures, fines, restitution and child support, and the allocation of resources including human, financial and equipment. The VFDM will develop staff, monitor, and assess training needs, conduct performance evaluations, recommend personnel actions including recruitment, selection and discipline of staff and perform other duties as required. The VFDM will represent the vicinage in partnership meetings with internal and external stakeholders at the county and state levels; and perform other duties as required.

Although this position is based in the Morris County Courthouse (Morristown, New Jersey) travel to the Sussex County Judicial Center (Newton, New Jersey) and other Judiciary locations is required.


REMOTE WORK
: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.

Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree, including or supplemented by 21 credit hours in accounting, business administration, economics, public administration, and/or finance (Six of these credits must be in accounting).

Experience:
Five (5) years of professional administrative and/or program management experience which shall have included experience in accounting, auditing, budgeting, cash management, financial analysis, finance, and/or developing, implementing and analyzing financial procedures, systems and controls and three (3) years of supervision of staff.
Substitution: Applicants who do not possess the required education but do possess the required 21 credit hours in accounting, business administration, economics, public administration, and/or finance (including six accounting credit hours), may substitute experience on a year-for-year basis. A master's degree may be substituted for one (1) year of general experience as indicated above –OR– a CPA designation may be substituted for one (1) year of general experience as indicated above.

Supplemental Information

Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
Special Note: Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
