SALARY:The salary range for this position is $85,628.14 to $135,623.54. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.

Vicinage 13 (Somerset, Hunterdon, and Warren Counties) is seeking a highly motivated professional with technical competence and strong leadership, managerial, interpersonal, and administrative skills to join the Civil Division.
Under the direction of the Court Executive 2b (Civil Division Manager), the selected individual will manage the day-to-day operations of the Somerset County Civil Division, consisting of the Civil Part, Special Civil Part including Landlord Tenant Court, and General Equity Part.
The selected individual will manage supervisory staff that handle diverse docket types and will work closely and collaboratively with the Division Manager and Civil Judges.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.
Example of Duties
Duties include but are not limited to:
- Mentoring and coaching staff by providing direction and feedback.
- Evaluating staff performance and preparing supervisory staff performance assessments.
- Developing and implementing performance standards and team goals.
- Advising management concerning personnel issues and making recommendations, including addressing conflicts between staff members.
- Monitoring the work performance of Special Civil Part Court Officers.
- Preparing and administering the budget for Civil Division-Somerset County.
- Recommending improvements in operational and case management procedures.
- Assessing the automation needs and working directly with IT initiatives for the division including eCourts and JEDS.
- Collaborating with other divisions on matters of mutual interest to ensure the needs of all court users are being met.
- Regulating the flow of work in accordance with operational schedules.
- Communicating policies, rules and regulations to division staff, the public, attorneys, supervisors and subordinates.
- Handling customer service disputes as necessary.
- Ensuring efficient and effective case management practices, with a focus on backlog reduction and calendar clearance.
- Managing the production and assessment of statistical reports, and ensuring report results are communicated.
- Providing and conducting training and cross training for all staff within all units.
- Planning agendas, leading staff meetings and participating in various vicinage committees.
- Other duties as assigned.
Qualifications
Substitution: Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional professional experience may be substituted for the required bachelor's degree. A master's degree may be substituted for one year of experience as indicated above -OR- a law degree may be substituted for two years of experience as indicated above.

License: Attorney-at-Law with a plenary license in the State of New Jersey and having Supreme Court Good Standing Status of Active.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
