Main Purpose of Job:
The incumbent functions at an advanced level of work, and a high-level responsibility for preparation of fiscal notes for the legislature; reviewing bill summaries to decide which proposed legislation could impact the District Court; tracking and monitoring legislation; preparing drafts of Fiscal Impact worksheets for the General Assembly by analyzing legislation and reporting the effect on the District Court?s caseloads, policies, procedures, forms, resources, budget, and automated systems; and preparing legislative summaries and progress reports for the Executive Staff, Administrative Clerks, and Judges; and interpreting legislation to create new and revised traffic charges for entry in the charge database. The incumbent is also responsible for developing, designing, and disseminating tools for use in District Court that promote good public service, and meet all public needs, including those who require alternative formats or foreign languages.
Education: High School diploma (or GED equivalent).
Experience: Three (3) years of work experience in a legislative, legal, or court-related environment. One (1) year work experience in designing forms, documents, or brochures.
Knowledge, Skills, and Abilities:
Knowledge of the legislative process and legislation.
Knowledge of District Court's policies, procedures, processes, and case management systems.
Skill in effective and efficient communication (verbal and written) with internal and external shareholders - Chief Judge; Executive Staff; judges, department heads; subordinate staff; peers; legislative analysts and other agencies; and the public.
Skill in performing effective research of laws, rules, and regulations.
Skill in organization and project management.
Skill in advanced software capabilities to create forms, reports, presentations, letters, and memos using various computer software applications.
Skill in excellent writing and editing abilities with a great attention to detail.
Skill in converting electronic documents into other formats for accessibility (HTML, PDF, DOC, WORD, XLS) of users (public, attorneys, judges, circuit courts).Skill in designing, creating, and maintaining a database(s), querying the database to sort data, building forms and reports based on queries.
Skill in an intermediate-advanced level in word-processing using EXCEL, ADOBE ACROBAT, or NITRO.
Ability to independently read and analyze legislation and summarize the impact it would have on the District Court?s staffing, caseloads, policies, procedures, forms, automated systems, and budgets.
Ability to apply statutes, rules, and procedures to draft language for new and revised forms, brochures, and websites and traffic charge language database.
Ability to restate legal jargon on public forms, brochures, and websites to be understandable to the layman, but still convey the legal meaning.
Ability to organize, schedule, coordinate, and perform work and manage projects to meet deadlines when under pressure. This means working prolonged hours, especially during the legislative session.
Ability to promote and maintain a harmonious and effective working relationship with staff, management, co-workers, external contacts, and all levels of professionals.
Ability to exercise discretion and make independent decisions.
Ability to coordinate complex scheduling tasks.
