Contracts Manager
Position Summary
The Contracts Managermanages day-to-day contracts responsibilities in support of KBR's Government Solution US (GS US) segment comprised of four business units, National Security Solutions (NSS), Science & Space (S&S), Defense Systems Engineering (DSE) and Readiness & Sustainment (R&S). The Contracts Manager participates in the development and fulfillment of contract requirements in support Business Development for new business pursuits. The Contracts Manager will lead and conduct proposal preparation, contract negotiation of highly complex major contract pursuits as either a prime offeror or subcontractor. Serves as primary point of contact for customers. The Contracts Manager provides advice and guidance to other members of the GS US contracts proposal support team members on complex contract issues. The Contract Manager also assists with the management of and team oversight related to functional and corporate initiatives, serving as the official spokesperson/representative on complex and major proposal efforts related to legal requirements, customer specifications and government regulations, and acting as contracts consultant to senior business development and program management. This position will report directly to the Director of Contracts for the KBR GS US proposal support team.
Duties and Responsibilities:
Duties and responsibilities may include but are not limited to the following:
- Leads contract negotiation and administration for all assigned Government or Commercial Proprietary Information Agreements, Teaming Agreements, Letters of Intent, Memorandum of Understandings, Memorandum of Agreements
- Leads negotiation and administration complex Government and/or Prime Proposals
- Leads the evaluation and development of alternative solutions to contracts issues
- Leads assessment of organizational conflict of interest (OCI) and drafts OCI Mitigation Plan
- Performs contractual risk analysis and risk mitigation
- Manage, mentor and/or support development of other Contracts and Procurement employees
- Deal tactfully, professionally and efficiently with Government customer, sponsors, external auditors and KBR senior management
- Maintains current knowledge of and provides guidance on regulations pertinent to Government contracting such as CAS, FAR, DFAR audit standards
- Advise leadership and the business on issues related to compliance with local laws and U.S. Government contracts
- Provides expertise in identifying potential contractual problems or conflicts and analyzing impact/ramifications.
- Focuses on continual improvement in the speed, quality, and simplicity related to new business proposal documentation and management processes, without compromising compliance.
- Supports Company methodologies to reduce inefficiencies and improve responsiveness.
- Able to manage contract issues across KBR ensuring organizational effectiveness and standardization.
- Support proposals efforts of varying contract types.
- Provides independent and objective solicitation/contract evaluation.
- Advises KBR leadership on contractual risks, rights and obligations and provides interpretation of terms and conditions.
- Maximizes profit and cash flow while minimizing risk in the negotiation of proposals/contracts.
- Contributes to the development of strong working relationships with customers, and ensures high internal customer satisfaction.
- May participate in the recruitment and hiring of employees within the division. May supervises direct reports. Establishes individual performance goals. Reviews performance against goals. Plans, approves, and implements actions for the timely development and progress of individuals. Plans and grants salary increases as appropriate. Manages discipline and documentation steps in problem employee situations. Manages dismissals.

Basic Qualifications and Skills Requirements:
- Bachelor's degree in business administration, law, or related discipline (experience in lieu of a degree will be considered).
- Minimum 12 years of experience in Federal Government contract management/administration. Demonstrated experience in administration and management of major contract types: fixed-price, time & materials (T&M), and various cost-type contracts is required. Experience with US military contracting a plus.
- Supervisory/management experience is preferred.
- Excellent technical and functional knowledge of contract administration in a government contracting environment.

Preferred Qualifications and Skills Requirements:
- Experience with Department of Defense (DoD), NASA, general military, and/or space operations contracts a plus.
- Willingness to occasionally travel in support of contract needs.
Security Clearance requirement
- Active Security Clearance at a Secret or above level is preferred, with the ability to obtain a higher-level clearance, such as TS with PIDS, as required.
