- Manages and oversees consultant contracts for collection system studies and inspections.
- Prepares specifications for closed circuit television (CCTV) and trunk sewer inspection contracts.
- Researches sewer line histories, locations, conditions to determine pipes requiring inspection or analysis.
- Schedules and assigns CCTV inspection work, and coordinate the work with internal and external customers.
- Independently reviews CCTV and manhole inspection videos and makes recommendations for rehabilitating deteriorating elements of the collection system.
- Assists with the oversight and coordination of SSES contracts and reviews submitted reports.
- Performs inflow/infiltration analysis and quantification of flows.
- Manages small sewer studies and prepare reports.
- Provides guidance and technical assistance to other Divisions within the Commission including Pipeline Design, Pipeline Construction, Planning, Regulatory Services and Development Services.
- Inspects contractors' field operations to evaluate field conditions, safety procedures and customer relations techniques.
- Drives a vehicle to conduct WSSC business.
- Reviews submitted inspections and approves invoices for various collection system inspection contracts.
- Reviews submitted work for accuracy and completeness, and approve invoice payments.
- Assists with updating and correcting the GIS system when findings reveal incorrect or missing data in the existing WSSC database.
- Creates standard procedures for various collection system operation and maintenance tasks.
- Prepares monthly, quarterly and annual reports.
- Prepares training material and performs training.
- Performs other related duties as required.
- Thorough understanding of the wastewater collection system operation and maintenance.
- Thorough knowledge of all sewer inspection methodologies, including standard specifications for data collection.
- Thorough knowledge of pipeline rehabilitation, including all current trenchless techniques.
- Thorough understanding of GIS, Microsoft Office programs and asset management applications.
- Understanding of basic accounting methods, bill payments and expenditure tracking.
- Ability to determine pipe conditions and flow patterns to assist in making informed decisions regarding methods of pipe cleaning and flow control devices.
- Ability to work under limited supervision and to establish and maintain effective working relationships with employees, customers, contractors, other Utility Services Divisions and the general public.
- Ability to review and prepare written reports, including specifications for collection system inspection contracts.
- Ability to prepare and update material and administer training for pipe analysis.
- Bachelor's degree in Engineering or related discipline
- 1+ year experience in contract management
- 1+ year experience in wastewater inspections and operation & maintenance
OR
- High School diploma (or equivalent)
- 2+ years experience in contract management
- 5+ years progressively responsible experience in wastewater inspections and operation & maintenance
- Possession of a valid driver's license and the ability to obtain a WSSC driver's license within 90 days or hire or transfer.
- Completion of the WSSC Financial Disclosure statement within 30 days of employment and annually thereafter.
- Ability to obtain and maintain Class 1 Water Distribution Systems Operator certification within 1 year of hire or transfer.
- Ability to obtain and maintain Class 2 Wastewater Collection System Operator certification within 2 years of hire or transfer.
- Completion of all safety training as required by WSSC.
- Possession of the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) and Manhole Assessment Certification Program (MACP) certifications.
- Water and sewer design experience.
