Looking for
the next big step in your career? DLH is seeking a Contracts Manager bringing experience with DOD contracts to support our Contract Department. The Contracts Manager, will manage the operating center contracts and subcontracts portfolio and performs contract negotiation, analysis, and administration; proposal preparation and support for assigned new deal pursuits; and customer contact related to contract fulfillment. Handles more complex bids that may require integrating proposals from subcontractors and other potential vendors. Facilitates effective implementation of contract responsibilities within program objectives and requirements. Duties include management and administration of company contracts and subcontracts including contract negotiations. Reviews and resolves all issues effecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives. Advises management of contractual rights and obligations and provides interpretation of terms and conditions. Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications. Provides contractual advice and counsel to program team members. Manages contract change control process. Develops negotiation strategy and leads negotiation team on contractual issues. Focal point for communications with legal, finance and business team for resolution of contract issues and disputes. Supporting or leading strategic and business optimization initiative.
Responsibilities
- Oversees the execution of contract administration policies and procedures within the limits of delegated authority and in accordance with corporate policies and procedures and government regulations.
- Serves as advisor for proposals with complex customer requirements, supports business/cost volume development and produces other significant proposal artifacts. Advises management of potential risk areas and proposes mitigation strategies.
- Develops negotiation strategy and leads negotiation team on contractual issues.
- Negotiates and establishes teaming agreements with prospective partners to respond to client's solicitation requirements.
- Reviews, makes recommendations for, and negotiates price and terms and conditions for new contract awards ormodifications to existing contracts.
- Signs contracts and agreements in accordance with delegated authority. Manages contract change control process.
- Participates in management review of proposals, contracts, and programs.
- Reviews unusual contract situations that are being handled by other members of the contract team and provides assistance as needed.
- Prepares and presents briefings to staff and clients.
- Coordinates with Government customers and internal functional organizations including Finance, Project Control, Procurement and Program Management to stay abreast of requirements and issues that require action/resolution.

Qualifications
Required Qualifications
- Bachelor Degree in Business Administration or other relevant discipline (or equivalent) Required
- 5-10 years related work experience in progressive roles
Preferred Qualifications
- 2 years of supervisory experience

An in-depth knowledge about Federal Government Contracting, to include federal acquisition process and regulations.
Business acumen with ability to think critically and develop creative and practical solutions.
Demonstrated experience with the development and negotiation of highly complex bids.
Experience managing a variety of contract types.
