Job description

You will serve as a CONTRACT SPECIALIST in the ACQUISITION BRANCH in the OTH REMOTE CONSTRUCTION BRANCH of NAVAL FACILITIES ENG COMMAND ATLANTIC.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa. This is a full-time temporary assignment not to exceed 1 year.

** Above salary does not include locality. Locality adjustment will be determined by duty station location once a selection has been made. **Qualifications: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Conducting acquisition planning and contract pre-award functions for facilities support services; 2) Administering construction contract to include supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; and 3) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues in the facilities management and construction arena. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education. Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level III at the time of application. Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Must be able to obtain an interim and/or final Secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Selectee must obtain and maintain a current valid United States driver's license.

This position is required to comply with the Federal Procurement Policy Act (41 USC 423) as amended.

Work required overnight travel away from the normal duty station. Travel (20%) includes activities within the area of responsibility including Europe, Africa, and Southwest Asia, and all other component commands of NAVFAC Atlantic as requested, as well as worldwide contingency operations is a requirement of this position. Travel by military and commercial aircraft may be required. Employee must be able to obtain and maintain in good standing a Government issued Travel Card for official Government travel purposes. In instances where a Travel Card cannot be obtained, the incumbent must be willing and able to use own personal credit card for travel purposes and follow appropriate procedures for reimbursement of authorized official travel expenses.

Additional Information:

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 25% Post Differential pay.

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
