Job Title: Journeyman Level Contracts Support Specialist - Remote
(Some travel may be required to facilitate the onboarding process. A Government facility will be chosen that is closest to your person. The Government does not reimburse SCC for any travel expenses. As such, any travel associated with onboarding will be the employee's responsibility.)
Location: Work may be done anywhere in the U.S., in support of the Department of Veteran Affairs in Vancouver, WA. Will need to visit local VA offices to get processed through VA security and to receive a CAC card and laptop.
Salary Range: Commensurate with experience and certification/ degree
Scope of Work: The purpose of the work is to perform a variety of contracting actions encountered throughout the pre-award and/or post-award phases of the contracting process using established contracting procedures.
Required Qualifications:
Education: A bachelor’s degree from an accredited college or university is required. Coursework must have included at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Work Experience: The candidate must have at a minimum four (4) years of relevant Federal contracting experience. The candidate must have excellent interpersonal, written and verbal communication skills. The candidate must have documented experience in pre and post-award acquisitions processes. The candidate must be familiar with the Federal Acquisition Regulation (FAR) and the Veteran Affairs Acquisition Regulation (VAAR). The candidate must have at least one (1) year of experience providing acquisition support for Information Technology (IT) projects.
Required Skills: Basic understanding of IT product and service needs, as well as general knowledge of changing technologies. Ability to develop, edit, review, and revise IFBs, RFQs, and RFPs of varying complexity and high dollar value. Knowledge of procurement laws and regulations for information technology, including compliance with and negotiation of contract terms and conditions. Ability to make recommendations to contracting officers based on research and interpretation of evolving government regulations, policies, guidance and laws.
Ability to solicit, evaluate, negotiate, analyze, advise and assist with awards and terminations of IT contractual documents. Ability to analyze and evaluate certified cost and pricing data and other types of pricing information to determine reasonable pricing. Ability to prepare contract files and various electronic documents. Ability to effectively communicate orally and in writing.
Proficient in the use of commercial software packages such as Microsoft Word, Excel and PowerPoint.
Duties Required: The candidate is required to solicit, evaluate, negotiate, analyze, advise, and assist with awards and terminations on contracts for the procurement of supplies and services, including complex contracts and high dollar acquisitions. Work requires analysis and evaluation of certified cost and pricing data and other types of pricing information to determine price reasonableness. Preparation of contract files and electronic documents is required. The candidate must prepare contracting recommendations for the Contracting Officer that require research and interpretation of evolving government regulations, policies, guidance and laws.
