Distinguishing Characteristics:
A Contract Administrator independently performs difficult and responsible professional journey-level activities associated with the development and administration of contracts for court services, consulting, and purchases. Assignments require a thorough understanding of public court contracting. Incumbents are expected to act with considerable independence within the framework of established policies, procedures and objectives.
Employees in this class typically report to the Contracts and Procurement Manager.
Contract Administrator is distinguished from Contracts and Procurement Analyst in that an incumbent in the former class may have supervisory responsibility and works a greater degree of independence.
- Ensures compliance with Judicial Branch Contract Law and court policies and procedures on all contractual matters.
- Develops and reviews standard, non-standard, and intergovernmental contracts for a wide variety of goods and services utilized by the court including; collaborative services, employee benefits, grant programs, legal and professional services, and other specialized services and goods.
- Reviews Requests for Proposals (RFP's) and other formal solicitations; may attend pre-bid meetings and evaluation meetings; reviews and advises project managers on Scope of Work documents to ensure clarity of work and contracting requirements; within limits or authority, negotiates changes to scope of work and contract terms within overall limits of contract budgets and court policies, procedures and applicable legal requirements.
- Develops and reviews comprehensive contract documents, including change orders options, assignments, amendments, and other documents required to implement and monitor contractor activities; coordinates contracting activities with court departments and staff, general counsel and contractors; validates final contract documents for completeness and all necessary approvals.
- Administers contracts in conjunction with project manager; tracks contract amendments and scope of work change orders; monitors progress and performance against contract requirements and provides contract support to department and project managers; serves as point of contact between department staff and contractors to provide information and resolve contractual issues.
- Reviews legal issues with the court's general counsel; submits final contracts for legal review, approval and signature; drafts and reviews contract correspondence; prepares and maintains documentation on a wide variety of contract and contract administration issues.
- Creates and maintains contract filing systems and databases; ensures contract records are accurate, complete and in compliance with court and legal requirements.
- Manages and maintains the court's local contracting manual; recommends changes to the manual to accommodate regulatory, legislative and judicial branch changes. May serve as a representative to the court or judicial branch committees or working groups.
- Acts as a technical resource for other court staff.
- Performs other duties as assigned.
Licenses; Certificates; Special Requirements:
Some assignments may require a valid California Class C driver's license and the ability to maintain insurability under the court's vehicle insurance program.
Knowledge of:
- Principles, policies, practices, methods and techniques of contract administration and public records maintenance;
- Policies, practices, methods and techniques of public agency purchasing, including competitive bidding procedures;
- General types and sources of products, commodities and supplies used by a court;
- Federal and state laws and regulations, court and Judicial Council policies and procedures governing purchasing and contracting activities;
- Principles and practices of grant program administration;
- Principles and practices of real property acquisitions, leasing and disposition;
- Research methods and statistical analysis techniques;
- Principles and practices of sound business communication; correct English usage, including spelling, grammar and punctuation;
- Uses and operations of computers, standard business software and specialized database and spreadsheet applications.
- Applications will be reviewed to identify candidates who meet the minimum qualifications and/or desirables. Only those who meet the minimum qualifications and desirables (if applicable) will proceed to the next step in the recruitment process.
- Candidates' supplemental question responses may be evaluated and ranked. Depending on the number of applications, assessments and/or screening interviews may be conducted.
- Candidates who are successful in step 2, review of minimum qualifications, will be placed on the eligible list and may be considered for an interview. Placement on the eligible list does not guarantee an interview or employment.
