Tour of Duty: Shifts vary by location as indicated in the vacancy by location breakout. There is not a guarantee you will be selected for the tour of duty you prefer.   • Completes contacts, i.e., conducts personal or telephone interviews with a wide range of individuals who have varying degrees of understanding, or with third party representatives, e.g., CPAs, practitioners, attorneys, who possess a professional understanding. Provides full explanations to specific inquiries initiated by the individual, generated by notices, or internally generated assignments. These inquiries involve: A body of law and regulations that covers one or more types of issues each having different conditions, reporting requirements, or other regulatory provisions that significantly affect and complicate the specific obligation involved. Regulations and policies subject to frequent legislative changes or administrative determinations, amendments or precedent decisions that affect specific conditions. Programs that include the full range of exemptions, deductions, exclusions, coupled with business taxes involving different types of exemptions, deductions, exclusions, capital gains taxes, gift taxes, excise taxes, employment taxes, and others to advise, inform, assess and collect taxes, and associated liabilities.
  • Uses sophisticated interviewing techniques, the employee reviews individual circumstances and goals, and advises on the most advantageous ways to meet them.
  • Elicits sensitive, personal and financial information, e.g., innocent spouse determinations, bankruptcies, or draws out information the individual may attempt to withhold, e.g., additional sources of income, overpayments, to ensure compliance with reporting and disclosure requirements.
  • Makes determinations and uses sound judgment concerning controversial matters in reporting as appropriate the degree to which the individual understood their responsibilities and whether errors in their records reflected honest mistakes or fraudulent intent.

Conditions of Employment

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.   • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at http://www.irs.gov/(https://www.irs.gov/individuals/get-transcript) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpiredoriginal or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses. For example, you may be hired as a GS-05, but if the position has promotion potential to GS-08, then you can move from a GS-05 to a GS-08 in as little as three years. Promotions are not automatic, and may not occur until you have:
  • met time-in-grade requirements;
  • performed at an acceptable level of competence; and
  • demonstrated your ability to perform work at the next higher grade level.
You must meet the following requirements by the time of referral:
QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE GS-5 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: experience gained through work in positions that involved frequent contact with the public researching and responding to non-routine requests for information orally or in writing. The following are examples of specialized experience that may be qualifying and are not all inclusive. Applying laws, rules or regulations and written guidelines; Experience gained in an environment conducting face to face and/or telephone interviews (e.g., collection agency, telemarketing, customer service, sales) resolving problems and issues; Negotiating with others to resolve issues; Performing administrative and technical procedures using a computer to locate and review records and reconcile discrepancies; Experience working with records, documents, or financial accounts applying established rules and procedures (e.g., basic accounting, credits and debits, researching and/or adjusting accounts).
OR
You may substitute education for specialized experience as follows: completed at least 4 years of education above the high school level leading to a Bachelor's degree (120 semester hours, 180 quarter hours or 2880 formal classroom hours) or a Bachelors or higher degree.
OR
You may qualify with a combination of experience and education equivalent to one (1) year of specialized experience

  • This is a bargaining unit position.
  • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.; Mid Shift - Start and stop times between 10:00 a.m. and 10:00 p.m.; Swing Shift - Start and stop times between 2:00 p.m. and 2:00 a.m.
  • Shift Work: This facility operates on a 24 hour per day, three-shift basis. Assignment to a specific shift cannot be guaranteed. The successful applicant must be available to work on all three shifts on a rotational basis.
  • Alternative work schedule, staggered work hours or telework may be available.
  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
  • Season is from 6-8 Months. Employees who work a seasonal work schedule are placed in non-pay status or recalled to duty as workload or budget dictates and in accordance with their seasonal employment agreement.
  • Relocation expenses - No.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Travel: Occasional - May require travel 0-5 days per month
  • Applicants must meet the minimum age requirements for this position.
  • If this position is designated as hard to fill and you were referred by an IRS employee, the employee may be eligible to receive a bonus for referring you under The Employee Referral Bonus Program (ERBP), recruiting strategy.
  • The incentive will be $2,000 and will require a two-year service agreement. The service agreement details will be provided to new employees prior to entrance on duty. This monetary incentive will be disbursed as outlined in the service agreement.
Maybe eligible for telework based on IRS policy. While this job is telework eligible, you will be required to report to your assigned post of duty (POD) at least two (2) days per pay period. Employees are required to be within a 200-mile radius of their assigned POD while in a telework status. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. Depending on the location you are selected for, you may be required to report to the office every day throughout the duration of training, which could be up to 16-weeks.
