General Purpose
The Construction Project Manager is responsible for managing a variety of capital improvement and maintenance projects, i.e., streets, alleys, utilities, sidewalks, etc. This position also provides administrative and professional support to the day-to-day activities of the Engineering Department, including engineering residential inspections, plan reviews and responding to resident inquiries related to engineering matters.
Essential Functions:
- Provide construction oversight for annual capital improvement projects as well as other Village Construction Projects.
- Assist with preparing engineering plans, specifications, cost estimates, feasibility reports, and documentation for capital and public improvement projects including the Villages annual street rehabilitation program, parking lot reconstruction, and storm, sanitary and water main improvements.
- Responsible for conducting inspections and ensuring projects conform to approved engineering plans, specifications, and Village Codes.
- Coordinate with the Village's geographic information system (GIS) representative to ensure field modifications to Village infrastructure are updated and recorded in the Village's GIS software.
- Perform construction contract administration, including quantity documentation, monitoring project budgets and tracking expenditures, ensuring projects stay on schedule and within budget, and preparing payments to contractors.
- Work directly with residents and businesses impacted by village Construction Projects and communicate with the public regarding engineering and Construction Projects, such as timetables and status updates
- Manage the Village's annual sidewalk improvement program; maintain inspection reports and respond to inquiries related to streets and sidewalks.
- Review plans and basic design calculations, conduct residential & commercial inspections, assist engineers, builders, residents, and architects through the permitting process.
- Respond to residents' and contractors' inquiries related to Engineering department matters as needed.
- Maintain Village maps, sewer utility atlases, and other engineering documents and records; answer inquiries regarding the location of utilities and provide data updates to GIS personnel for map updates.
- Assist in the development of annual maintenance contracts including the Village's annual sewer televising contract, and sewer relining contract.
- Coordinate and work with other Village Departments, divisions, and extra-jurisdictional agencies as needed.
- Perform other duties as assigned.
Desired Minimum Qualifications
- Associate degree in civil or construction engineering or a closely related field from an accredited college or equivalent education and experience.
- Two (2) to three (3) years of experience in managing various design and Construction Projects, preferred in municipal or public works fields; or any combination of equivalent training and/or experience.
Other Requirements
- Read, clearly speak, and legibly write the English language.
- Knowledge of federal, state, and local codes and ordinances and the preparation of plans, designs, estimates, specifications for civil engineering, and construction work.
- Knowledge of surveying, staking, inspection and related construction inspection procedures, materials, equipment, and methods.
- Comprehensive knowledge of highway and sewer design, infrastructure construction, and traffic engineering principles.
- Ability to read and properly interpret engineering plans and specifications.
- Working knowledge of Microsoft Excel, Word, Access, GIS, AutoCad, and Infrastructure Management System (IMS) preferred.
- Ability to establish and maintain satisfactory working relationships with the Public Works Director/Village Engineer, subordinates, consultants, contractors, real estate agents, other departments and agencies, and the public.
- Ability to work independently and within a collaborative group environment.
- Ability to conduct necessary research and compile comprehensive reports.
- Effective presentation and technical writing skills.
- Knowledge of and proficiency in the appropriate tools and equipment of the position.
- Evaluate, prioritize, and process multiple, diverse, short and long-term projects.
- Ability to direct, supervise, and evaluate the work of subordinates.
- Valid driver's license.
