Construction Inspector
To ensure that the design/build contractor is in compliance with contract documents, the USCG FDCC has identified a requirement for construction inspection services. The construction inspection services shall be performed by a full-time (40 hours per week) Construction Inspector (CI) which provides surveillance at the site of the project. Additionally, services may require the CI to exceed standard work hours by up to 10%.
The CI shall demonstrate an in-depth knowledge of building and construction trades since detailed inspections must be made to ensure the required quality of workmanship. Demonstration of knowledge may be reflected by the education, certifications, or previous experience in the candidate’s resume. In-depth knowledge of building and construction trades may be demonstrated by previous experience of installation/repair tasks or inspection duties in several of the building trades (i.e. structural, mechanical, plumbing, electrical, architectural, civil, etc.).
The CI shall be capable of reading contract drawings and specifications. The CI shall have a minimum of ten (10) years of applicable experience on similar construction projects (i.e. design-build contracts, commercial buildings, and waterfront). Additionally, the CI shall
have a minimum of two (2) years of work experience on Federal Government construction projects as a government CI or Contractor Superintendent or Quality Control Manager.
The CI shall have experience with the construction of administrative/office buildings. It is preferred due to the nature of the project. CI will be rated higher if experience is shown with buildings that include complex security features in last 10 years of 2 projects of similar size or value. Clearly show/ highlight those two projects.
Project Scope:
The scope of the construction project includes site demolition, site preparations for the new 50,000 GSF Base Charleston Command & Admin Building, Sensitive Compartmented Information Facility (SCIF) buildout, site and ground improvements consisting of parking and associated utilities. The project estimated start date is 1 April 2024 and is scheduled to be complete in July of 2026. with a valued construction cost exceeding $50M. The building subsystems include mechanical and electrical systems including HVAC, plumbing, security, fire protection, power, lighting, telecommunications, fire detection and alarm, water, storm drainage and sanitary sewer services. Separate unrelated contracted projects adjacent to this project’s site boundary will be performed simultaneously to include pier and waterfront work and road utility replacements. Coordination between all projects is necessary. Construction inspection requirements for this project include labor, material, equipment, mobilization, demobilization, quality control services and ancillary items required to construct all site and infrastructure improvements for the new facility.
