Overview:
Responsible for determining eligibility determinations for all applicants seeking tenancy at one of Horizon’s properties, including but not limited to processing leases, eligibility determinations and administrative support for assigned portfolio.
Essential Job Functions includes the following; however other duties may be assigned other duties as necessary to meet business needs.
# Essential Functions
(1) Accurately calculate annual income for initial and continued eligibility in accordance with established program regulations and procedures.
- Review each application and/or recertification to determine that each is complete and accurate.
- Perform credit check, background checks and verifications for new applications.
- Enter income and asset information using the compliance software to determine eligibility.
- Process Unit Transfer Requests.
- Correct Excel Spreadsheet to send out month end Recertification Packets. Pull & shift files in file room.
(2) Ensure preparation of initial leases, move in packets, and renewal documents, including Market Rate, LIHTC and Section 8 units within established time frames.
- Ensure all initial lease and renewal documents are completed and uploaded to compliance software.
- Pull monthly compliance spreadsheet and follow up with unreturned leases
(3) Other duties, such as but not limited to:
- Receive and respond to routine compliance telephone inquiries.
- Send various correspondence to applicants and residents (-i.e., approval letters, rental increase letter, return of signed lease documents and other compliance-related correspondence).
- File correspondence and forms in resident files.
- Assemble new and vacated resident files. Maintain resident files, reports and auditing files.
- Provide support for third party compliance contracts.
(4) Complete Notice to Vacates
- Process Wait List/Application refunds within 24 hours
List Secondary Job Functions. Secondary functions if removed would not fundamentally alter the job.
(1) General administrative duties: faxing, filing, copying and providing assistance to the Compliance Manager.
(2) Assist in providing compliance training to new resident managers and property managers in the portfolio assigned to you, as requested.
- Provide input in developing and updating training module with Compliance Manager.
(3) Other related duties and special projects as may be assigned.
(4) Assist leasing with answering apartment availability inquiries.
(5) Backup to front desk receptionist
Requirements:List Job Qualifications.
A. Education, work experience, licenses and certifications:
- High School diploma or equivalent
- Prior customer service experience
- Prior office, administrative, banking or equivalent experience preferred
- Certified Tax Credit Specialist designation (This designation must be obtained after one year of employment.)
B. Required knowledge and skills:
- Ability to communicate clearly and effectively, verbally and in writing, with residents and other third-party contacts, as well as with company managers and principals, owners, and all other office team members.
- Ability to work with the public and senior citizens.
- Ability to be sensitive to the needs of others.
- Ability to organize effectively and efficiently.

- Ability to apply common sense to carry out detailed but unwritten or oral instructions.
C. Computer Applications:
- Keyboarding and data entry.
- Intermediate skills within Microsoft or other windows program.
(D) Other:
- Working knowledge of Section 42 and Section 8 compliance requirements, including eligibility determinations, completion of occupancy reports, completion of annual utility surveys, etc.
- Strong mathematical abilities preferred.
