JOB SUMMARY

The Senior Compliance Specialist is responsible for monitoring the compliance on a diverse portfolio of both Senior and Family properties located in Wisconsin and Illinois that include multiple funding sources such as Low Income Housing Tax Credits, Section 8 Project Based Vouchers, Rural Development, CDBG Funds, and HOME Funds. Along with being responsible for a specific portfolio, this position entails overseeing other Departmental Staff in the monitoring of their portfolios by providing guidance, support, and training when necessary.

Portfolio compliance monitoring includes: approval, tracking and maintenance of individual residential and general compliance files; maintaining the database that tracks resident certifications, income/rent limits, utility allowance data, and property specific requirements; provide support to on-site management; and provide documentation as needed to investors, auditors and owners.

DUTIES & RESPONSIBILITIES

  • Continually maintain a technical understanding of compliance requirements for the affordable housing programs that include, Low Income Housing Tax Credits, Section 8 Project Based Vouchers, Rural Development, CDBG Funds, HOME Funds and other local, state and federal housing programs.
  • Maintain and review federal and state housing agency monitoring compliance manuals and track state specific compliance requirements when needed.
  • Review development specific information to obtain pertinent information for monitoring each property.
  • Manage audit and site inspection research and responses to state agencies, investors, etc.
  • Oversee agency and investor reporting.
  • Maintain inventory of all resident files on a development basis.
  • Maintain OneSite Database.
  • Review and approve resident files prior to certification deadline.
  • Manage revisions to Oakbrook compliance procedures and forms.
  • Assist with training property management staff on compliance policies, procedures and regulations.
  • Develop and maintain open lines of communication with accounting, area and regional managers, and property management personnel to ensure efficient and effective operations.
  • Assume other responsibilities as required.
  • Regular and predictable attendance.

SPECIAL PROJECTS AND RESPONSIBILITIES:

  • Property Inspections/File Reviews: In conjunction with the Director of Compliance, coordinate all inspection and file reviews, including scheduling, preparation and delivery of necessary documents; review and respond to inspection reports and file review letters.
  • Utility Allowance Updates: Coordinate the analysis of utility allowance data on an annual basis; oversee required state agency reporting; update the system and review reports; manage updates to any documents/spreadsheets related to utility allowance analysis; coordinate updates to PHA utility allowances; ensure utility updates are communicated to property managers and area managers.
  • Compliance Monitoring Software and Web-based Application Maintenance and Troubleshooting: Fluency on all compliance monitoring software (including web-based) is essential to this position. In conjunction with the Director of Compliance, the Senior Compliance Specialist/Manager is responsible for initial set up, updates (income limits, utility allowances, etc.) troubleshooting questions from property managers and department staff.
  • Resident Selection Plans, Management Plans, Affirmative Fair Housing and Marketing Plans (AFHMP's): Ensure that all above-listed property documents are updated, submitted and approved as appropriate. Agency approved Management Plans are required on all IHDA, HUD, and RD properties. AFHMP's are required for all IHDA, HUD (including HOME & CDBG), and RD financed properties.
  • Initial Lease-Up Coordination, file Processing, etc.: Working in conjunction with the Director of Compliance: collect and review all applications and financing documents; develop initial UAW and WSR; ensure that Lease Up files are processed timely; and oversee all required reporting to ensure it is submitted timely and accurately.

KNOWLEDGE, SKILLS, & ABILITIES

  • Three to Five years Affordable Housing Compliance experience required.
  • HCCP and COS Certifications desired.
  • Must have a high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact and diplomacy.
  • Must be able to interact and communicate with individuals at all levels of the organization.
  • Must have knowledge of a variety of computer software applications in word processing, spreadsheet, database and presentation software (examples: Word and Excel).
  • Work requires continual attention to detail in composing, typing and proofing materials.
