Facility Overview
At Ocean View Psychiatric Health Facility, we are committed to serving as a community resource, providing the highest quality of mental health services. Currently, Ocean View operates as an adult 39-bed voluntary acute in-patient facility, offering private rooms and individualized care through a multi-disciplinary approach focusing on compassionate care and best practices. We also provide Intensive Outpatient and Partial hospitalization services to ensure a continuum of care after acute stabilization. We are currently in the process of expanding our Long Beach facility to 80 beds, offering a locked facility setting for those who meet intensive mental health criteria. Additionally, our expansion plans to other areas are progressing rapidly, and we anticipate that our Colton Location in San Bernadino County, will be operational by Spring of 2024.
Compliance Specialist Position Overview
Salary $55k-60k
The Compliance Specialist’s primary function is the responsibility of overseeing Ocean View Psychiatric Health Facility’s policies, procedures, processes, and standards to ensure all departments follow the required rules and regulations. This includes performing audits, developing procedures, and assessing potential risks.

Responsibilities and Essential Duties
- Develop relationships with all regulatory agencies.
- Demonstrates familiarity, understanding, and implementation of all applicable laws, codes, rules, and regulations of the Department of Health Care Services (DHCS), Joint Commission (JC), Centers for Medicare and Medicaid Services (CMS), Los Angeles County Department of Mental Health (LADMH), Long Beach Public Health (LBPH), San Bernardino Department of Behavioral Health (SBDBH), National Fire Protection Association (NFPA), and California Mental Health Laws (CMHL).
- Develops, manages, initiates, and maintains a compliance program for OVPHF in an organized manner.
- Interacts with surveying agencies.
- Ensures company follows all ethical and legal requirements by enforcing regulations, company policies and codes of conduct to comply with rules.
- Works conjointly with training specialist to ensure each department and all employees are trained, competent, and can fulfill required job duties.
- Communicate with leadership, managers, clinical staff, and all other employees to ensure OVPHF processes and procedures are followed to maintain OVPHF’s facility compliance.
- Stay up to date on relevant laws and regulations and apply them to company practices to minimize potential risks.
- Completes additional duties, responsibilities, assignments, or projects as determined for the Chief Clinical and Compliance Officer, Chief Operating Officer & Hospital Administrator, Chief Executive Officer, Infection Preventionist, Medical Director, and Chief Administrative Officer.
- Works closely with the Facilities Manager and Regulatory Manager in the areas of Emergency Management, Life Safety, and Environment of Care.
- Conduct quarterly and annual reviews to monitor adherence to rules and regulations.
- Develop compliance strategies or programs for the company based on state and federal laws.
- Evaluate team members’ knowledge of policies and educate them on regulatory standards applicable to OVPHF.
- Consults with the intake, utilization review, and quality assurance departments as needed.
- Maintains compliance documents in accordance with applicable regulations, per CMS, joint commission, DHCS, and patients’ rights.
- Prepares and modifies compliance documents including, but not limited to, correspondence, reports, drafts, memos, and emails.
- Resolves compliance problems and inquiries and prepares written responses to routine inquiries if needed.
- Works with management to address potential risks and develop plans to minimize or eliminate them, and to address ethical violations or compliance issues and find solutions.
Minimum Qualifications
Education:Bachelor’s degree is preferred, high school degree and regulatory/compliance experience required.
Experience:Good verbal and written communication skills, and experience managing projects individually and within a group setting. Must be detail oriented, organized, and have excellent follow up skills. Strong technical expertise with Microsoft Office products (Word, PowerPoint, Excel) is essential.
Specialized Skills:Superior interpersonal, people management, and communication skills. Demonstrated team leadership skills. Ability to work to deadlines, set priorities, and juggle multiple projects without compromising quality or compliance. Strong project management, analytical, organizational, and problem-solving skills.
