MINIMUM PAY RATE:$89,177 annually

POSITION SUMMARY
The Compliance Officer (CO) serves in a significant advisory capacity and exercises oversight and provides insight on compliance activities across college operations. The primary responsibility of the CO is to help ensure:
  • All necessary compliance activities have been identified and appropriately assigned.
  • Appropriate policies and procedures are in place and comply with local, state, and federal laws.
  • Training, communication, and change management practices are in place to ensure compliance partners are maintaining appropriate levels of awareness and expertise.
  • Compliance responsibilities are being monitored and actions are taken to strengthen compliance and mitigate risk as necessary.
  • A culture of compliance and ethical behavior is being fostered and supported across campus.

By working across departments and in close collaboration with compliance partners in all areas, the CO supports a culture that leverages best practices and provides assurances that the College is meeting its commitments.
The Compliance Officer serves as the Ethics Officer, Title IX Coordinator, Freedom of Information Act (FOIA) Officer and ADA/Section 504 Coordinator and provides oversight for equitable treatment of employees and students and the prompt resolution of allegations/charges under these areas or similar.
ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1. Review and research compliance matters, conduct investigation (if needed). Exercise analytical skills in assessing and determining recommended outcomes for compliance related matters, including but not limited to subpoenas, pending litigation, and concerns/complaints regarding Ethics, First Amendment, Title IX, Title VI, FERPA, Section 504 of the Rehabilitation Act, Clery Act, and Campus SAVE Act. Matters may include students or employees. Apply sound problem-solving analysis.
2. Reviews and processes FOIA inquiries from the public. Receive, collect, and provide responsive information to requests made under FOIA.
3. Keep current on proposed and enacted local, state, and federal legislation, statutes, ordinances, etc. that impact the College, engaging with key stakeholders to ensure applicability and compliance in respective areas. Consult with lobbyist, governmental relations resources, and legal as needed.
4. Maintain a case management database to organize, manage, and track ethics & conflict of interest reporting and other incident reporting. Write comprehensive reports of investigations with findings of fact as needed and collaborate and coordinate with outside counsel.
5. Collaborate and recommend college-wide or departmental training regarding laws and other compliance issues.
6. Understand College operations, policies and procedures and their correlation with the review and negotiation of contracts for the legal business and regulatory aspects of the Illinois Public Community College Act and other applicable laws and statutes.
7. Provide or coordinate the gathering of information needed for assessments, investigations, audits, reviews, accreditation, etc., as applicable.
8. Collaborate with department compliance partners on the implementation of any corrective action resulting from assessments, audits, accreditation, assurance reviews, as applicable.
9. Oversee the College's review and approval, tracking and communication processes related to Board Policies and Institutional Procedures. Serve on the Board of Trustees Policy Committee.
10. Lead the Compliance and Accountability Team, maintaining a compliance matrix, compliance calendar, dashboard, and shared team site.
11. Lead the Title IX Leadership Team Committee. Ensure that Title IX is supported by appropriate roles (deputies, investigators, advocates, etc.) and that individuals have required training and are informed of Title IX changes and compliance expectations.
12. Analyze trends, metrics, and data to provide quantitative and qualitative evidence to support recommendations and initiatives.
13. Assist the Director of Risk Management with risk assessment & strategy, employee health & safety, liability assessment, and other similar areas.
14. Oversee the annual records retention and disposal processes.
15. Ensure that mandatory consumer disclosures and required reporting obligations are up-to-date and meet the regulatory requirements for disclosure or submission.
16. Serve as primary contact on College's webpage, portal page, and printed materials regarding compliance.
17. Regularly attend compliance and related education programs to enhance knowledge and share best practices with the campus community. Obtain and/or maintain certifications related to position.
18. Successfully complete training/certification courses as required for position (e.g.: annual FOIA training by Illinois Office of Attorney General).
19. Serve/lead on other teams as designated.
20. Other duties as assigned.
MINIMUM QUALIFICATIONS
1. Master's Degree.
2. Three (3) years of professional work experience in higher education or public administration including at least two (2) or more years' experience with compliance related matters.
3. Knowledge of local, state, and federal employment, civil rights, and higher education laws.
4. Excellent communication, analytical thinking and ability, and organization skills.
5. Experience researching and reviewing legal issues and documents as well as drafting and reviewing policies and procedures.
6. Advanced knowledge and experience with Microsoft Office 365 (Outlook, Word, Excel, PowerPoint, Teams, etc.).
7. Demonstrated ability to navigate complex issues and stay on top of new regulations.
8. Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.
9. Demonstrated commitment to the college's core values of respect and inclusion, sustainability, integrity, collaboration, humor and well-being, innovation, and quality.
PREFERRED QUALIFICATIONS
1. Compliance certifications (Compliance, FOIA, Title IX, Ethics, Section 504).
2. Higher education experience.
3. Experience with public/board policies and institutional procedures.
4. English and Spanish verbal and written communication proficiency.
5. Demonstrated multicultural competence.
PHYSICAL DEMANDS
1. Normal office physical demands.
2. Ability to travel between campus locations and to and from community events.
3. Ability to travel in state and nationally.
WORKING CONDITIONS
1. Duties are performed indoors in the usual office environment and/or in an approved hybrid/flex work capacity in alignment with College procedures/programs.
