North Bay Regional Center is one of 21 Regional Centers for persons with developmental disabilities in California. Started as a grass roots movement, Regional Centers were originally established to assist persons with intellectual disabilities — and their families — in identifying and developing services and programs within their communities that help them lead more independent lives. Each a non-profit, community-based organization, Regional Centers were established in 1965 under legislation sponsored by Assemblyman Frank Lanterman. The Lanterman Act became effective in 1969 and later expanded the populations served to include persons with intellectual disabilities, cerebral palsy, epilepsy, autism, and other disabling conditions requiring services similar to individuals diagnosed with intellectual disabilities. In 1972, NBRC was incorporated to serve Napa, Sonoma and Solano counties.

North Bay Regional Center provides advocacy, services, support and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties.

We partner with community-based organizations and agencies to empower our clients to thrive and live as independently as possible within the geographically, culturally, and ethnically diverse communities we serve.

North Bay Regional Center serves over 10,000 people living within the geographic boundaries of Napa, Sonoma and Solano counties. DEFINITION:

Provides consultation in development of resources to promote full and equal integration and participation of persons with developmental disabilities in their local community. Encourages and maintains communication, cooperation, and coordination of effort among all components of the community service delivery system. Systematically assesses needs for additional services and improvement of existing services.

NATURE OF WORK:

Under the direction of the Community Resource Supervisor, the Resource Developer stimulates the development of new community resources for persons with developmental disabilities; promotes coordination of efforts within the existing service delivery system, and provides information about Regional Center services to interested persons. Identifies and attempts to resolve conflicting community program policies and practices which have resulted in a duplication or uneven distribution of services and provides evaluation and consultation to community agencies. May act occasionally as assigned, in a supervisory or a lead capacity or back up another professional position because of vacancy or work overload.

The Resource Developer provides consultation and program development services to new and existing programs in all vendor categories. This service includes needs assessments, vendor solicitation, consultation on program design, vendorization, cost statement analysis, rate appeals and liaison for new programs and facilities. Provides analysis of the service system in relationship to cost effectiveness. Provides training for NBRC staff and constituency as required.

EXAMPLES OF WORK:

The Resource Developer may be assigned to specialized areas but will provide coverage as assigned for any of the functions within the scope of the Resource Developer position and respond to after-hours emergencies as assigned.

The Resource Developer provides administrative assistance as assigned by the Community Resource Supervisor in the development and implementation of policies, procedures, and training; disseminates information regarding resource development to the community and staff; also assists with public information activities. Responds to staff requests relevant to resource development and provides consultation, and information distribution; may seek or prepare applications for grant funds for North Bay Regional Center or may consult with community agencies or vendors regarding application for grant funds and other alternative sources of funding; may prepare Requests for Proposals and implement procedures related to selection of proposal; may conduct program evaluations and activities related to follow-up; may function as liaison to community agencies, vendors and other groups.

The Resource Developer may be responsible for developing and monitoring residential programs. This would include provider training; review of program designs; initial site visits; facility reviews and evaluations; participation and follow up on investigations related to alleged problems at facilities. Additional duties may include placement coordination, development, and consultation in a variety of residential options for people living in the community or at state developmental centers.

The Resource Developer may be responsible for development, consultation and evaluation of support services which may include transportation services, adult day program, day care, respite, infant stimulation, and other generic or community services. Responsibilities may include provider training, review of program designs, facility reviews, follow up on investigations of alleged program problems and represent the agency on committees.

The Resource Developer may be responsible for the development and evaluation of family support services, advocacy services, resource materials, and training programs. The Resource Developer will consult with community groups and agencies regarding family support, and will develop, implement, and evaluate a training program for family members and consumers as case managers. Additional duties may include case management services for selected individuals.

MINIMUM EDUCATION AND EXPERIENCE:

Completion of a Master's Degree in education, special education, social work or a related field. Two years experience after graduation in the field of developmental disabilities including some experience in the area of community organization, program planning or program evaluation.

Two years experience as a Service Coordinator at North Bay Regional Center and experience in either community organization, program planning, or program evaluation.

A Baccalaureate Degree in a related field and four years experience in the above areas may substitute for a Master's Degree.

Experience prior to Master's or Baccalaureate Degrees will be considered on a case-by-case basis.

Minimum qualifications may be waived depending on the agency need for specialized skills (such as language abilities).

KNOWLEDGE AND ABILITIES:

Knowledge of a wide variety of community resources; knowledge of the use of social science findings, research methodologies, planning models and technological methods of data analysis; knowledge of basic needs and approaches of work with people with Developmental Disabilities; ability to initiate activities and stimulate others to cooperate; ability to develop plans and evaluate alternative solutions to various community organization problems; ability to work independently; ability to write and speak effectively; ability to work effectively with a variety of agencies and individuals.

SPECIAL REQUIREMENTS:

Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Provide minimum automobile liability insurance as required by California Law.

Flexibility in work hours is required to meet needs of the regional center constituency.

• For those speaking , reading and writing other than English - $200 per month
• For those speaking a language other than English - $150 per month
• For those using American Sign language - $200 per month

Salary Range:

$66,012 - $88,500 with opportunities for 5% increases annually
