Your Specific Responsibilities:
This is a professional nursing position providing Public Health Nursing services to individuals, families, groups and the community. The incumbent in this position is responsible for the integrity and confidentiality of data sets under his/her control and may use DOH IT resources to visit Internet sites as needed to perform the duties of this position. The incumbent of this position will come to work and exhibit an attitude of friendliness and eager customer service towards all clients and act respectfully and courteously to fellow employees and clients. The incumbent is responsible for assurance of program standards and development of goals, objectives, policies and procedures for all clinical services/programs at the Bay County Health department. Provides input into executive level decisions.
This position will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, planning and directing work assignments, conducting performance appraisals, and taking disciplinary action or effectively recommending such action.
This position is responsible for administering, managing, and supervising nursing health services programs to include, HIV/AIDS, Hepatitis, STD, School Health and the Clinical Health Services functions of the Florida Department of Health Bay County. This position's function is also to monitor the effectiveness, efficiency, and compliance in the administration and management of the clinic health services and other nursing health service programs. The incumbent is a "confidential employee" who authorizes expenditures, monitors revenue and coordinates financial reporting and budget planning of the health clinic services department, communicable disease programs including STI and HIV/AIDS/Hepatitis. The incumbent (confidential employee) develops evaluative or operational criteria for the clinic services department. The incumbent in this position is responsible for managing work schedules for medical, nursing, lab support, as well as communicable disease programs. The incumbent in this position is responsible for the integrity and confidentiality of data sets under his/her control and may use DOH IT resources to visit Internet sites as needed to perform the duties of this position.
Responsible for managing the daily operations of the clinic health services department and providing supervision to the Clinic supervisor, STI /HIV/AIDS/hepatitis, Duties to include; supervise and evaluate employees, monitor productivity, monitor performance of conduct, review and approve leave, including leave without pay, sick leave and annual leave, monitor attendance reports and review and approve time sheets for subordinates. Involves planning work objectives, evaluating work performance and providing training and advice when necessary. Ensures that the recruitment principles are championed within area of supervision and that every effort is made to ensure that minorities are given equal opportunity to compete for. Acts as contract manager for contracts in his/her program of supervision.
Provides nursing interventions based on the nursing assessment consistent with quality standards as defined by the Public Health Nursing practice based on theory and research. Provides interventions such as teaching and counseling, and the administration of treatments and therapies prescribed by the clinicians. Conducts communicable disease interventions in accordance with the principles and standards of nursing practice to assure safe and competent service. Acts as an advocate for the patient and family. Coordinates plans and intervenes with agency staff and support services in the health department and community agencies to assure continuity of care and expected outcomes using principles of case management. Evaluates care plans and effectiveness of interventions and adjusts each accordingly. Provides timely follow-up of critical laboratory findings. Documents assessments and interventions. Assesses the workload, establishes priorities, adjusts work assignments and directs others to assure the timely provision of services.
Serves as Director of the Clinic. Teaching newly employed nurses advanced nursing arts and methods, evaluates and reviews new hire nurse development by observing their work in clinic. Orients new hires to give them guidance and counseling, instructs in the specialized fields of family planning, sexually transmitted disease, Pap, and breast. Instructs nonprofessional employees in a variety of professional nursing subjects. Participates in observing patients’ physical and behavioral reactions to medications. Participates as a member of a multi-disciplinary team in the planning and implementation of treatment for individual patients. Works in conjunction with specialist physicians to ensure compliance with the specialized medical therapeutic plan. Communicates with attending physicians, other health professionals and agencies to ensure individuals received coordinated approaches to care. Identifies community resources, arranges and coordinates health, education, social, rehabilitative, and economic services for the family. Provides leadership and oversight for assigned programs, activities and personnel to ensure programs provide appropriate and timely service in accordance with public health practice standards and Florida Department of Health and Bay County Health Department requirements. Assigned programs include: STD, Family Planning, Pap and Breast, immunization clinic, nurse only and triage. Assures high level of internal and external satisfaction with services provided by self and staff. Will oversee the preparation of work schedules and time off for personnel at Bay CHD and communicates with subordinate staff and manages workloads. Approves timesheets and EARS, cmpletes performance evaluations and expectations for direct reports.
CONTINUOUS QUALITY IMPROVEMENT: Participates in program evaluation through activities such as review of
patient’s records, identifying system problems and making recommendations that can improve patient and family
service. Responsible for providing and presenting findings to staff and for the maintenance and updating of program
manuals. Identifies recurrent health problems among the clinic population and provides interventions based on findings.
SKILL MAINTENANCE: Maintains skills in public HEALTH NURSING with special emphasis on administration of immunizations,
home visiting, disaster nursing, program follow-up and Basic Life Support (CPR).
COMMUNITY ACTIVITY: Participates in community based health screenings, fairs, occupational/school health
activities and community immunizations initiatives. Provides community based group education. Represents the
health department on community teams and serves on inter-agency and intra-agency committees.
Ensures supervisors and staff receive training in HMS (Health Management System) on new updates and versions within 30 working days from the official release from the Office of Planning and Data Analysis. Ensure that all staff under supervision receives appropriate training and professional development as necessary to complete job duties. Ensure staff attends trainings as needed, allowed and available.
Acts in conjunction with Supervisors to ensure appropriate staffing at Special Needs Shelters when activated. Jointly oversees the operation of shelter.
Assists the Administrator in promoting community wide and interagency cooperative activities in support of local public health.
Performs other duties as required.

Qualifications:
- A bachelor's degree from an accredited college or university with a major in nursing or a related field and three years of professional responsible experience as a public health nurse and licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27. A master's degree from an accredited college or university in nursing, public health, or a related field can substitute for one year of the required professional nursing experience.
- Incumbent must be a Registered Nurse in accordance with Chapter 464 F.S.; Chapter 64B9 F.A.C.
- Incumbent must have current CPR/BLS or receive an approved CPR/BLS course within 90 days of employment
