DESCRIPTION
The purpose of this classification is to manage the day-to-day operations and staff at an assigned Community Center.
PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Organizes, prioritizes, and assigns work activities for an assigned Community Center: prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to the Parks and Recreation Programs Manager.
  • Develops goals, objectives, policies, procedures, and programs for assigned Community Center: identifies, plans, implements, and manages programs and services for citizens; assesses and identifies community needs; coordinates staff to implement services and activities; and manages programs in accordance with local, state and federal guidelines.
  • Manages facility operations: oversees building mechanics and maintenance; coordinates the completion of work orders; ensures compliance with risk management regulations; manages facility usage for adult day care, kitchen, fitness, and life enrichment programming; maintains master calendar; schedules facility rentals; coordinates set up for scheduled programs and events; and maintains related documentation.
  • Assists in developing and implements budget for assigned Community Center: prepares and completes revenue reports; makes deposits; processes purchase orders; and monitors expenditures to ensure compliance with approved budget.
  • Maintains a comprehensive knowledge of resources and services provided by other community agencies: develops and maintains contacts with other service providers and institutions to enhance programming opportunities offered by the center; provides information and makes appropriate referrals to participants needing assistance and their families; and provides advice and recommendations to department manager.
  • Conducts community outreach efforts regarding center programs and activities: develops, and coordinates partnerships with professional organizations, private service providers, businesses, and regional commissions; recruits volunteers for programming and events; and serves as a community advocate through involvement with allied organizations.
  • Performs customer service duties: makes reservations for meals, transportation, classes and programs; collects fees and donations; receives and responds to questions, complaints, and concerns; and initiates problem resolution.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures: attends workshops and training regarding the same; and initiates any actions necessary to correct deviations or violations.

MINIMUM REQUIREMENTS
Education: Bachelor's Degree, Associate's Degree, or High School Diploma based on experience.
Experience: Three (3) years of experience with Bachelor's Degree, five (5) years with Associate's Degree, or seven (7) years with High School Diploma in implementing and managing recreation programs.
Knowledge/Skills/Abilities:
  • Considerable knowledge of philosophy, principles and practices of public recreation and park administration, management and organization and rules and regulation of various activities and games.
  • Familiarity with departmental rules and regulation governing recreation activities relevant County policies and procedures and community needs and resources.
  • Proficient knowledge in state and federal food handling and facility requirement guidelines.
  • Proficiency in organizing activities, planning and supervising programming for the aging population.
  • Mastery in budgeting, general bookkeeping procedures, operating general office procedures, and facility maintenance.
  • Excellent verbal and written communication skills
  • Demonstrated ability to work independently.

Licensing/Certification:
  • Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
  • Must obtain and maintain CPR, AED, and First Aid Certifications within one (1) year of employment.
  • Must obtain and maintain SERV Safe Certifications within one (1) year of employment.

  • Math: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
  • Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

OTHER
This position requires staff call up in an emergency situation.
