The Health Program Specialist II (HPS II) serves as lead advisor and specialist related to the oversight and monitoring of Medi-Cal behavioral health programs. The Community Care Continuum is responsible for implementing and overseeing the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) demonstration, which expands the continuum of community based behavioral health care to support adults living with serious mental illness and youth living with serious emotional disturbance. The HPS Il is crucial to achieving DHCS' mission and vision as they relate to the delivery of quality behavioral health services, including the implementation and execution of the demonstration, which is a California Advancing and Innovation Medi-Cal (CalAIM) initiative.
These duties require the incumbent to conduct themselves in a professional manner, demonstrate good analytical skills, have good problem solving and organizational abilities, the ability to research and interpret laws and regulations, and the appropriate skills to present upper management with recommendations and alternatives to identified issues.

Working Conditions
- MCBH-PD reporting office is located in Sacramento, CA. However, MCBH-PD will consider qualified applicants throughout the State who are interested in this position.
- Telework may be available 100% of the time. However, there are standing in-person meetings that the incumbent will be required to attend on a regular basis.
- Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.

The Medi-Cal Behavioral Health Policy Division (MCBH-PD) is responsible for ensuring people with Medi-Cal receive timely, high quality and accessible specialty mental health and substance use disorder treatment services. The Behavioral Health Innovation Branch is a newly formed branch within MCBH-PD. This branch oversees the following sections/programs, each of which is comprised of several units as clarified below: Court-Based Care, the California Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) demonstration, and Care Crisis Initiatives. This program is broken down into two separate sections. Both sections work independently to expand the continuum of community-based behavioral health care to support adults living with serious mental illness and youth living with significant behavioral health needs. Through this section 1115 demonstration, DHCS can leverage federal funding and meet key policy goals, such as reducing utilization and lengths of stay in hospital emergency departments, reducing preventable readmissions to acute care or specialty hospital settings, and improving access to community-based services.
