Overview
The CO+I Commissioning team is responsible for managing the end-to-end delivery of new datacenter capacity for CO+I. Through the development of leading program management and construction processes, this team is chartered with managing workflow across vertically and horizontally aligned project managers and virtual teams to successfully deliver multi-million-dollar, multi-year datacenter construction programs.
As a Commissioning Equipment Manager, you will work with the Regional Commissioning Managers to manage all the Datacenter projects commissioning network and test equipment deployment in region. You will execute against scope, schedule, and budget to deliver the latest generation of Commissioning Network and Test Equipment to inflight Microsoft's Datacenter builds. You shall be responsible for ensuring that the Cx network and test equipment are onsite and set up to allow Datacenters to be commissioned in accordance with Microsoft's standards.

Responsibilities
Business Processes
  • Reports to the CO+I Director of Cx Automation and Global Test Equipment.
  • Contribute to the development of models for evaluating logistics operations/service quality/materials management and develops processes or contingency plans for managing risk.
  • Demonstrate ability to influence systems, tooling and process to return measured improvements.
  • Contribute to the development and evolution of workstream processes.
  • Leverage supply chain knowledge and models to identify opportunities for improvements.
  • Document the setup and processes to configure the commissioning network, equipment and software used
  • Publish setup and training material for commissioning agents on how to properly configure and operate the test equipment and software
  • Plan and roll out new network devices, configurations, and commissioning software updates
  • Establish metrics for test equipment utilization and test readiness
  • Work with procurement team and local business teams to create new purchase orders for test equipment
  • Travel required up to 40% of the role

Communications
  • Serve as a contact person supporting supplier relationship(s) within their assigned region or industry with minimal guidance.
  • Contribute to accurate internal budgets that are aligned with business and supply chain priorities.
  • Report on project updates related to new equipment and program level changes.
  • Send notifications to the team related to setup, configuration, and software changes.
  • Track all equipment and maintenance budgets and review with leadership.
  • Provide annual forecast for expected equipment and maintenance spend.
  • Leverage data to project equipment demand and justify new equipment needs.
  • Participate in weekly calls providing updates on test equipment readiness.

Accountability
  • Contribute to development of negotiation strategies and objectives.
  • Review reports of supplier health and evaluates compliance with Microsoft business requirements.
  • Use tools and processes to manage logistics operations, enhance materials management, drive improvements to avoid additional labor needs and working efficiency, and gain a deeper understanding of such tools and processes.
  • Train external Commissioning companies on how to setup and use Microsoft's Test Automation platform.
  • Ensure that Cx test equipment required for functional performance test (FPT) and Integrated System Test (IST) are configured and ready for use as per the construction schedule.
  • Provide the first line of troubleshooting of the Cx network and commissioning software.
  • Manage the configuration for the mobile test stations used by the Commissioning Team and ensure stations are standardized worldwide.
  • Work with central teams in Redmond such as Networking and Security to ensure that Cx Network topologies and designs are aligned with global policies.
  • Work independently with minimal guidance in support of the CO+I Data Center Program.

  • Demonstrate creativity and flexibility by thinking beyond current practices. Supports long-term, strategic alignment with suppliers.
  • Contribute to the team's objectives and key results.

Vendor Management and contract compliance
    • Manage aspects of logistics operations.
    • Partner with third-party vendors to support the operations of a distribution or fulfillment center and is responsible for maintaining key performance indicators (KPIs) with minimal guidance.
    • Actively engages in supplier management processes, such as selection, qualification, performance evaluation, and risk assessment.
    • Use appropriate and increasingly complex data sources and converts data as needed.

Qualifications
Required Qualifications:
  • Bachelor's Degree in Business, Supply Chain Management, Engineering, Statistics, or related field AND 4+ years experience in procurement, supply chain, logistics, operations-related roles, or engineering
    • OR equivalent experience.
  • Networking skills. Ability to setup, configure and troubleshoot wired and wireless networks
  • 4+ years' experience in Supply Chain Management, Datacenter facility maintenance, operations and/or commissioning
  • Knowledge of Networking, Electrical and Mechanical Test Equipment, Commissioning load bank, Power Quality Meters, and Sensor networks.

Other Requirements:
  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check every two years thereafter.
  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport.

Fulfillment & Logistics IC4 - The typical base pay range for this role across the U.S. is USD $91,800 - $178,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $117,900 - $195,000 per year.
