The Office of the Vice President for Research & Economic Development at Georgia State is seeking an experienced professional in Human Resources who possesses an understanding of hiring related to sponsored research funding. The Office of the Vice President for Research and University Research Services & Administration (URSA) welcomes applicants for the new position of Director for Research Employment and HRO. This role will oversee all HR functions within the URSA unit, which employs over 100 staff, and assist with hiring for certain sponsor-funded positions in our centrally managed University Research Centers. Additionally, the Director will represent the central research office and the research community, providing expertise and liaising with HR to improve policies and processes related to managing hiring and employment funded by sponsored projects. This role is crucial in ensuring that our policies and procedures are streamlined for efficiency and compliance with federal and state regulations associated with these funds.

This position reports to the Vice President for Research & Economic Development and works closely with leadership in all the URSA units to oversee hiring and employment resources for all staff within the office. The position is expected to quickly learn and become very knowledgeable about all university HR-related policies and procedures. The position is responsible for advising unit leaders of HR policy and procedures and for supporting their HR-related needs.  In addition, this position will work closely with central HR staff in the development and improvement of HR policies and procedures especially as they relate to sponsored funding and will serve as a campus expert on human resources as it relates to sponsored funding. The position allows a hybrid working environment including both remote and on-site work, as needed.

HERE IS WHAT YOU WILL DO

Hiring Management and Payroll

•           Final approver for all OneUSG transactions

•           Audits, approves, and/or initiates all OneUSG transactions ensuring compliance with all appropriate policies

•           Maintains personnel files for all URSA staff

•           Advises URSA unit leaders and staff on HR policies, procedures, and updates

•           Partners with URSA unit leaders through termination and clearance processes

Staff Recruitment

•           Reviews and serves as final approver on all Taleo transactions

•           Assists URSA unit hiring managers with classification of new staff positions and reclassification of existing positions

•           Advises and aids in drafting advertisements for GSU Employment Office website

•           Ensures all searches adhere to the advertising and interviewing policies and procedures prior to submitting Candidate Recommendation

•           Trains hiring managers on the use of the applicant tracking process

•           Ensures new hires are successfully onboarded.

Classification and Compensation

·      Consults with Central HR Class & Comp and submits needed paperwork for staff C&C changes

·      Works with units hiring managers to review position responsibilities Staff Performance Management

·      Consults with and provides guidance through performance management, including progressive discipline in partnership with Employee Relations

·      Manages the annual staff evaluation process for URSA

· Guides managers in completing staff evaluations as necessary

Human Resources Liaison for Research

·      Acts as liaison with central HR and facilitator for addressing and managing sponsor-funded hiring issues that arise across the university

·      Participates in all regular central HR team meetings

·      Works with HR in the development of new or changes to existing policies and procedures to ensure that new or revised versions do not create additional challenges or barriers to hiring on sponsored awards (or to develop plans to mitigate challenges if unavoidable)

·      Works with HR and URSA to ensure that all HR policies and procedures are clearly communicated, posted fand easy to locate or anyone supporting HR on sponsored awards

·      Works with HR to develop approaches to unavoidable challenges in sponsor-funded hiring and employment to mitigate the workload and confusion in addressing those challenges while ensuring compliance with all necessary regulations.

·      Meets/communicates regularly with staff that support HR on sponsored awards to ensure they are updated on any changes to policies and procedures, that they understand the policies and procedures, and to obtain their input related to challenges that arise around hiring and employment on sponsored awards.

·      Other duties as assigned


Qualifications

Minimum Hiring Qualifications:
Bachelors degree and 4 years of experience; or a combination of work experience, including training and education may be substituted for degree.

Preferred Hiring Qualifications:

 Preferred candidates will have excellent communication skills, able to work well both within a team and independently.  Experience both in sponsored awards administration and human resources is highly desirable.
