DEVELOPMENT SERVICES: CODE ENFORCEMENT

Under general supervision of the Code Enforcement Supervisor, the purpose of the Code Enforcement Officer position is to enforce codes, ordinances and related regulatory requirements for the general public and business entities within the City of Sanford. Employee investigates complaints and provides recommendations to review and resolve complaints and issues concerning code violations. Position provides support and/or assistance to the general public and property owners as necessary. Work includes performing routine patrols of assigned areas, and issuing verbal warnings, citations, and legal notices for violations. Prepares cases for presentation and testifies as necessary to the Code Enforcement Special Magistrate.

Enforce all aspects of the City's codes and ordinances.
Identify code violations and conduct field inspections. Issue written and/or verbal notices of code and regulation violations.
Respond to calls and investigates complaints of code, ordinance, nuisance or otherwise non-compliant conditions on private property, public property and on business establishments.
Interact with City Attorney in preparation of Code Enforcement cases.
Interact with the general public, other City, County, and State agencies to enforce City Codes.
Establish and maintain cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects.
Research and review codes including building and fire codes, statutes, plans, permits, and plats; reports findings and codes to citizens, staff, businesses and other agencies.
Review business signage to installation and visibility according to code.
Remove signs, obstructions from public right-of-way and property within the City of Sanford limits.
Gather evidence. Take photographs appropriately documenting the violation(s).
Prepare legal notices, cases and documents for Special Magistrate hearings.
Maintain appropriate cases and files. Complete case documentation and incident reports and compile accurate and consistent supporting documentation in order to document and explain facts and circumstances surrounding the violation(s).
Presents evidence in various legal proceedings. Testifies in a courtroom setting or other legal proceeding to ensure that complete and correct information is related to all participants; provides depositions to the court.


ADDITIONAL POSITION FUNCTIONS
Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

High School graduation or GED equivalent or one-year previous experience in Code Enforcement work or similar enforcement function. Must successfully complete one (1) of the following levels of Florida Association of Code Enforcement (FACE) Certification; Fundamentals of Code Enforcement (I), Administrative Aspects of Code Enforcement (II) or Legal Issues in Code Enforcement (III) within one (1) year of hiring.
Must possess a current and valid Florida Driver's License and maintain a good driving record.

Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. These courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher level Emergency Operations Center (EOC), MACS, and ICS-related training.

Ability to understand and follow written and oral instructions.
Knowledge of, and proven ability to utilize and interpret, applicable state, federal and local laws, rules, ordinances and regulatory standards applicable to the work.
Ability to review applications and interpret and apply code requirements as well as provide administrative support ensuring legal notice requirements are met.
Demonstrated knowledge of consistent investigative principles, methods and techniques, and case management principles for the purpose of preserving evidence and establishing documentation and an audit trail for legal purposes.
Strong record keeping, report preparation, filing methods, cases management techniques, and public cases regulations skills. Must have solid attention to detail and accuracy skills.
Knowledge of the geography, streets and principal locations of the City's zoning areas or ability to acquire this knowledge rapidly.
Proven ability to apply sound principles of independent judgment and discretion during inspection activities in accordance with SOP and State and Local laws and ordinances.
Talent to understand and utilize zoning maps, land use maps, plats, tax rolls, and other documents related to real property.
Operate personal computer and photography equipment as a tool in case development, communication, analysis and design. Ability to work independently and carry out assignments to completion with minimum supervision; adhere to prescribed routines and practices; maintain complex cases and create reports requiring extreme accuracy.
Must be able to write clear, concise letters and memorandum using English, spelling, and punctuation.

Ability to read and interpret various documents such as safety rules, operation and maintenance instructions, procedure manuals, and related documentation.
Proven oral and written communication skills. Must be able to effectively communicate with the Development Services Director, Code Enforcement Supervisor, the Code Enforcement staff as well as other employees and the general public. Must be able to work with public and private interests in achieving the goals of the Department regarding complex and diverse Code Enforcement topics.
Ability to establish and maintain effective working relationships and communications with co-workers, business and community interest groups, and the general public.
Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
Demonstrated problem-solving skills in the area of research, resolving issues with minimal assistance, and determining proper course of action.


PHYSICAL REQUIREMENTS

Ability to drive City vehicles.


While performing the essential functions of this job, the incumbent is regularly required to lift, move or carry objects up to 35 pounds; utilize feet and legs or hands and arms; maintain body equilibrium to prevent falling when walking, standing, crouching, or navigating surfaces; bend body downward and forward by bending spine and legs; move about on hands and knees or hands and feet; use hands to finger, handle or feel objects; and to reach with hands and arms.

While performing the essential functions of this position the employee is frequently exposed to fumes, odors, or airborne particles, toxic or caustic substances, excessive noise, temperature extremes, vehicular traffic, dampness/humidity, confrontational persons, animals, and various forms of wildlife. Requires work outside in all weather; requires investigations of health hazards, unsafe structures, walking through overgrown areas.
