Job description

The City of Turlock is currently accepting applications for the Code Compliance Technician position. Under the direct supervision of the Code Enforcement Supervisor performs Code Compliance activities as well as necessary clerical support duties. The employee enforces codes, laws, and regulations related to, zoning, subdivision, fire, nuisance and other related codes and regulations.
This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime, evening and weekend assignments.
An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees serve a one (1) year probationary period.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from the Code Enforcement Supervisor.

ESSENTIAL FUNCTIONS- Duties may include, but are not limited to the following:

  • Enforcement of graffiti abatement; receive requests, patrol the city, record the location and document by photograph, and facilitate vandalism clean up.
  • Assist in the enforcement of week abatement, nuisance, and code enforcement.
  • Assist in the investigation and enforcement of abandoned and inoperative vehicles abatement on public and private property to include assisting with the Abandoned Vehicle Abatement (AVA) Program.
  • Conducts field inspections of new construction, remodeled, and various other structures to ensure compliance with fire, life safety and related codes, the City's Municipal Code, ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, water use, and other matters of public concern.
  • Locates vacant residences and businesses; secures buildings with proper materials as necessary; post the property as necessary; check vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.
  • Assist with the abatement of unsecured/unsafe buildings and the unlawful dumping and trash on public and private property.
  • Receive complaints and work with property owners, neighborhood organizations, and other concerned parties to resolve nuisance issues and avert legal action where possible.
  • Prepare necessary paperwork utilizing word processing software, GIS, and other available technology or reference material to process form letters, forms and required notices needed to enforce codes and process violations according to the Turlock Municipal Code.
  • Research property legal descriptions and owners of record to ensure notices are sent to proper persons.
  • Assist with conducting abatement hearings of routine code violations under direction of the supervisor.
  • Gather evidence for abatement proceedings.
  • Compile information and data for a variety of reports.
  • Assist and coordinate with other departments in compliance activities.
  • Perform follow-up inspections, meetings, discussions, and negotiations to gain compliance with appropriate codes and ordinances.
  • Patrol assigned area in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
  • Appears in court, or in hearings if necessary in the defense of Code Compliance.
  • Maintains accurate physical and computer files, documentation, photographs and records. Prepares correspondence, reports, evidence in support of legal actions taken by the City.
  • Issues administrative citations and notices when necessary.
  • Operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement and research complaints.
  • Performs related duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of
  • General organization and structure of municipal government
  • Modern office methods, computer procedures and equipment
  • City codes and regulations related to department activities
  • Word processing and spreadsheet applications, record keeping and filing practices
  • Operation of computer and assigned programs.

Ability to
  • Prepare clear, concise and complete written reports.
  • Understand and carry out oral and written instructions.
  • Interpret and apply applicable codes and regulations.
  • Investigate complaints, evaluate alternatives and make appropriate recommendations and sound decisions for problem resolution.
  • Use maps and learn City geography.
  • Learn the operation of standard equipment required for job performance including the use of a computer, police radio, graffiti paint sprayer, and other equipment as assigned.
  • Work effectively and efficiently under stressful situations and with minimum supervision.
  • Deal courteously and communicate effectively both orally and in writing with property owners, contractors and others contacted in the course of work.
  • Establish and maintain effective relationships with those contacted during the course of work.
EXPERIENCE AND EDUCATION
Experience
One (1) year of experience working with the general public.
Education
Equivalent to graduation from high school.
LICENSE AND/OR CERTIFICATE(S)
Possession of a valid California Driver's license at time of appointment, to be maintained as a condition of continued employment.
Possession of 832 PC (Penal Code), Arrest and Seizure, within twelve (12) months of appointment.
DESIRABLE QUALIFICATIONS
Possession of a basic code enforcement academy certification issued by the California Association of Code Enforcement Officers (C.A.C.E.O.) or American Association of Code Enforcement Officers (A.A. C.E.).
PHYSICAL REQUIREMENTS
Maintain the physical ability and stamina to meet prevention duties including: Vision corrected sufficiently to drive City vehicles, read blueprints, fine print; hear well enough to identify mechanical noises, converse on the radio, telephone; bodily mobility to lift and maneuver supplies, to climb ladders; use of hands and fingers to use computer keyboard, copy machine, file, write and drive vehicles; must be able to lift equipment as necessary; tolerate fluctuations in temperature while performing essential functions.
SELECTION PROCESS:

1. All applicants must complete a standard City of Turlock application for employment form, and supplemental questionnaire.

  • Hand deliver copies of your certifications to 156 S. Broadway, Suite 235, Turlock, CA on or before the final filing date.

3. Applications will be reviewed for minimum qualifications. Applications will be rejected if incomplete or if all required documentation and the completed supplemental questionnaire is not submitted with the application.

4. Candidates who possess the minimum qualifications and have submitted complete application packets will be invited to compete in the testing process.
5. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their experience and education will be invited to compete in the testing process.
6. Candidates invited to compete in the oral examination who receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.
7. Top candidates on the eligibility list will be referred to the Turlock Police Department for a Command Staff interview to determine which applicant(s) are referred for a background investigation.
8. Final appointment will be contingent upon passing the following: background investigation, Chief of Police interview, and medical examination which includes a drug/alcohol screening, hearing exam, and vision exam.

VETERAN'S PREFERENCE SYSTEM

The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). he percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG/ALCOHOL SCREENING

The incumbent will be required to take a medical examination including a drug/alcohol screening and be fingerprinted.

BENEFITS

Holidays: Eleven (11) paid holidays and three (3) floating holidays.
Vacation:
Paid vacation that increases with years of service.
Sick Leave:
Accrual of one day (eight (8) hours) for each month worked.
Retirement:
Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the City's 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment.
Deferred Compensation:
The City will match employee's contribution up to one half of one percent (0.5%) of the employee's base salary for each pay period in which employee contributes to the program.
Retiree Health Savings (RHS) Vantage Care:
Two (2) percent of the employee's base payroll will be deposited in each individual's RHS Vantage Care account.
Health:
The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents.
