The Position
The Department of Planning, Building, & Environmental Services (PBES) serves our community by enforcing a fair, efficient, and open process that balances the diverse needs of agriculture, the economy, health and safety, and the environment. As a member of PBES you will work alongside employees from the following PBES Divisions: Building, Code Enforcement, Engineering, Environmental Health, Natural Resources, Parks, Planning, and Staff Services.

About the Position
The Code Compliance Division consists of four Compliance Officers, a supervisor, and a manager. The division handles a wide range of enforcement responsibilities related to building construction, zoning, and property nuisance abatement.
A Code Compliance Officer's primary duties are to respond to complaints of code violations, conduct in-depth investigations for the purpose of determining violations of Napa County Code and state regulations, and establish permit requirements and a timeline for gaining compliance.
Incumbents are expected to advance between levels when department operational needs necessitate it and after gaining the appropriate knowledge in their position through training, obtaining the required certifications, demonstrating proficiency, and consistently performing the work required by the next level.
Telework Availability - Teleworking is not permitted during the first six (6) months of employment and/or during the first six (6) months of a probationary period. Should teleworking be permitted by a hiring department after the 6 month requirement, the County supports a telework schedule that consists of a maximum of two (2) days per week.

This recruitment is being conducted to fill one full-time vacancy in the Planning, Building & Environmental Services. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Experience and Education:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Code Compliance Officer I
One year of experience performing duties involving Code Compliance or two years of related work experience utilizing zoning and land use, building, health, or other related regulations.
Code Compliance Officer II
Two years of experience performing duties involving Code Compliance, including at least one year equivalent to a Code Compliance Officer with the County of Napa, or three years in building, zoning, and land use, law enforcement, or environmental health inspection in a governmental agency.
Code Compliance Officer III
Three years of experience performing duties involving Code Compliance, including at least one year equivalent to a Code Compliance Officer II with the County of Napa, or four years in building, zoning, and land use, law enforcement, or environmental health inspection in a governmental agency.
Education:
Academic courses include code enforcement, zoning and land use regulations, investigative techniques and methods, construction and/or building inspection, public health, planning, environmental studies, law enforcement, and biological and physical sciences.
License or Certificate*:
Possession of PC 832 Powers of Arrest (POST Certified) is required within one year of appointment.
Possession of a Code Enforcement Certification from an approved and accredited organization upon appointment, or obtained within one year of appointment, in accordance with California Health and Safety Code, Section 26205-26217.
Possession of a valid driver's license at the appropriate level, including special endorsements, as required by the State of California, may be required depending upon the assignment to perform the essential job functions of the position.
*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
