SUMMARY: The Clinical Manager is primarily responsible for ensuring that quality clinical care is
provided in the SUD program on a day-to-day basis, the manager attends to the clinical management of clients, the ongoing relationships with community partners in working with those clients, and ensuring that the clinical work is done in a cost-effective manner. The manager will also have specific program development and implementation focus as identified by the Clinical Director. The Clinical Manager reports directly to the Clinical Director and needs to develop a strong relationship with all team members. This position is 100% onsite based in our Portland office, with regular travel to our Beaverton office.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Monitor and report on program and contract performance
- Monitor and report on financial needs and performance
- Submit contract reports
- Weekly supervision of counselors and peer support staff to ensure:
- quality clinical services
- appropriate documentation
- implementation of applicable treatment plan and intervention fidelity to State, County and
agency policies and procedures
- approval of all supervised staffs' documentation in EHR
- Provide Substance Use counseling including interviewing clients, preparing case histories and
SUD assessments. While most services happen at the clinic, services may also be provided in
clients' homes, hospitals, clinics, agencies and other locations
- Oversee intakes for new clients including diagnosis and treatment planning. Identify appropriate
resources to serve clients in the most effective and appropriate manner within the resources of
LCSNW
- Provide consultation during clinical crisis situations.
- Provide case management services as needed, including information and referral, and client
advocacy
- Provides staff with both formal and informal opportunities to provide input and offer feedback
regarding development of service plans, service delivery and documentation
- Maintains client files ensuring records are current and submitted in a timely manner. This
includes intakes, demographic information, and releases of information, treatment reviews,
progress notes and other relevant information
- Help train new staff members on clinical issues and program process, oversee CADCi and
CADC-R to certification
- Set clear goals in alignment with program objectives and required outcomes, establish
appropriate deadlines and performance metrics, assign tasks and motivate staff to achieve
goals, monitor progress and adjust strategy as needed
- Provides direct care staff with both formal and informal opportunities to provide input and offer feedback regarding development of service plans.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE:
- Certified CADC III in the State of Oregon is required
- Five years of experience counseling required
- Experience with assessment, diagnosis and treatment planning.
- An understanding of SUD and of some mental health, especially as they may be applied cross-
culturally
- Experience with trauma-focused interventions
- Adhere to the code of ethics of a professional counseling association
- Experience with clinical supervision
OTHER SKILLS and ABILITIES:
- Experience using the ASAM and ICD-10. Solid understanding of theory, principles, and
techniques of SUD counseling; Ability to teach and lead interns and staff. Experience with a
behavioral health EHR.
- Provide direct, day-to-day supervision and performance monitoring over SUD staff. Engage in
regular clinical collaboration with staff, to observe, mentor and coach, creating a culture of
accountability and fostering continual improvement.
- Ensure respectful and compassionate treatment is provided to all clients who enter services.
- Establish that proper policies and procedures that protect the health, safety, and confidentiality
of SUD clients are developed and implemented
- Work closely with the District Director and the clinical team to identify opportunities to provide
innovative and high quality services to the community, including triage and referral processes
from various community partners.
- Work closely with the program director to develop and implement new clinical programming,
including the development of an Intensive Outpatient Program.
- Ability to work well under pressure and work effectively in a multicultural setting, demonstrating
excellent organizational skills and interpersonal skills
CLEARANCES: Standard LCSNW criminal clearance, including national sex offender, ORCHARDS background clearance, SAM/OIG (healthcare sanctions)
LANGUAGE SKILLS: Excellent communication skills with the ability to read, write, and speak in
English. Ability to effectively present information and respond to questions from groups of managers, clients, professionals, and/or the general public
TRANSPORTATION: This position requires reliable transportation for business purposes, such as between work locations and community settings.
LOCATION: This position will be primarily 100% on-site, while client and community partner-facing meetings could be in partner agency and community-based settings, client home/community settings, and on the rare occasion remote work will be needed
