Summary
The primary purpose of the position is to provide direct service in the form of counseling children, families, and groups on matters pertaining to family dynamics, parent-child interaction, couples communication, stress reduction, adjustment to military lifestyle, Family Advocacy Program (FAP) case management, treatment services and psycho-educational training programs. This position is a fully credentialed Clinical Counselor.

Duties
The primary purpose of the position is to provide direct service in the form of counseling children, families, and groups on matters pertaining to family dynamics, parent-child interaction, couples communication, stress reduction, adjustment to military lifestyle, Family Advocacy Program (FAP) case management, treatment services and psycho-educational training programs. If selected, you would have responsibility for the following duties:
  • Provides assessment and short-term, solution focused counseling services to eligible children, individuals, marital or intimate partners, families and/or groups. Coordinates and manages specialized assessment and intervention services for at-risk children identified both inside and outside of the Family Advocacy Program (FAP).
  • Serves as primary point of contact for child cases ensuring all actions are in compliance with Department of Defense (DoD) and Navy directives and civilian reporting requirements.
  • Reports suspected child abuse and domestic abuse/violence to the local civilian authorities and the Family Advocacy Representative in accordance with (IAW) Navy and state requirements. Participates in site/regional quarterly quality assurance procedures to ensure all clinical services provided are safe and of good quality.
  • Documents and maintains current records in the Fleet and Family Support Management Information System (FFSMIS) Case Management System pertaining to all assessment and counseling services provided.
  • Assesses children/family needs; explores basic personality structure in relation to behavior patterns, mechanisms, and symptoms. Receives and assesses referrals made by military and civilian agencies. Coordinates legal, medical and social services including commands, to assist in treatment and referral. Initiates, develops, and facilitates group treatment programs to address the needs of families, children and adolescent groups. Demonstrates effective independent clinical assessment skills by identifying crisis situations (e.g., suicide or homicide risk, danger of physical or sexual abuse to family members, and increased risk of further family violence). Provides crisis intervention and safety planning as required.
  • Independently manages assigned cases, consulting with the FFSC Counseling Advocacy Supervisor, Regional Quality Assurance Specialist or Counseling and Advocacy Program Coordinator where the case is highly complex or presents with special issues. Complies with reporting protocols involving high risk and high visibility cases. Maintains case records, treatment plans, and statistics in accordance with Navy policies and regulations and updates the FFSMIS and scheduling programs as required.
  • Responsible for compliance with FFSC quality standards and Counseling Desk Guides. Provides immediate intervention and risk assessment IAW best practices in the mental health community and educates and ensures adequate referral and follow-up of any case presenting suicidal or homicidal risk.
  • Provides after-hours coverage for the FFSP in Outside Continental United States (OCONUS) locations, when required.
  • Performs Family Advocacy Program (FAP) Case Management duties, which include receiving initial reports of suspected child and spouse abuse from military and civilian representatives and taking all steps required under the FAP.
  • Provides ongoing case management services to assess service and family member needs, confirms follow-through with treatment recommendations, and provides additional resource referrals as warranted by the case status.
  • Serves as liaison and maintains a working relationship with necessary and appropriate city, county, state, federal, and non-government agencies as well as military commands to further a comprehensive education/prevention program with regard to clinical counseling/FAP services affecting military personnel.

  • This is a non-critical sensitive position requiring access to IT II system and/or PII. Position requires employee to obtain/maintain eligibility for a Secret security clearance. An Access National Agency Check Investigation (ANCAI) is required.
  • A valid State driver's license is required to operate motor vehicles
  • Must complete the Questionnaire for Public Trust Positions, SF85P. Must successfully complete a criminal history background check with no adverse information or feedback received. Child Care National Agency Check and Inquiry (CNACI) is required.
  • Position is subject to the Health Practitioner Credential Review and Privileging requirements.
  • Must possess a current state license to practice at an independent clinical practice level.

Qualifications

A qualified candidate possess the following:
In addition to the meeting one of the educational requirements outlined in the 'Education' section of this announcement, to be qualified for this position as a Tier III provider, candidates must have a combination of education plus:
  • Licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology; and
  • Must have engaged in two years full-time, postmasters supervised clinical experience; and
  • Have completed two years full-time clinical experience post independent licensure or certification.

Education
This position has a positive education requirement that must be met to qualify for a position in this classification. Education must include at least one of the following:
  1. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree; OR
  2. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree; OR
  3. Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree; OR
  4. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.

Salary is dependent on experience and/or education.
