European-American trappers and traders arrived by the early 1800s but rarely established permanent settlements. Gold and silver discoveries in the Colorado mountains in the mid-1800s and the prospect of land for farming and ranching attracted people from eastern cities and across the globe to the Colorado Territory, including what would become the town of Fort Collins; an agricultural colony that emerged from its founding days as a military fort. The expansion included the sugar beet industry's growth, which brought new residents whose descendants still live here today, including Mexican-American families from southern Colorado, New Mexico, and northern Mexico, as well as Germans from Russia. Since 1879, Fort Collins has been the home of the state's land grant institution, Colorado State University, which currently enrolls 34,000 students. Along with the university, the city's major high-tech and manufacturing companies and breweries attract new residents from all over the country and world. The community's overall social diversity continues to grow.
There are abundant outdoor recreation opportunities available to the many residents who enjoy healthy lifestyles. The nearby Horsetooth Reservoir is a key attraction, as is the Cache La Poudre-North Park Scenic Byway. The Downtown district provides many venues for live music, shopping, dining, and nightlife within the city. Fort Collins is widely considered the Craft Beer Capital of Colorado. Job Summary
Engineering work related to stormwater master planning, floodplain regulations and administration and small capital projects. Administers (Civil Engineer III) or assists (Civil Engineer II) or assists with (Civil Engineer II) the City-wide floodplain management program for both federally and locally designated floodplains to ensure compliance with City Code, State, and Federal regulations.Manages and/or prepares Stormwater Master Plans.Performs design and construction engineering for stormwater projects.
Essential Duties and Responsibilities
Administers(Civil Engineer III) or assists (Civil Engineer II) in administering the City'sfloodplain regulations in consultation with the SEDR Director, the MasterPlanning / Floodplain Managerand other floodplain administrative staff.
•Providestechnical support under the supervision of the Master Planning / FloodplainManager (Civil Engineer III) and/or performs (Civil Engineer II) review ofdevelopment submittals for compliance with local, state, and federal floodplainregulations and City Code requirements.
•Managesand/or prepares stormwater master plan updates.
•Underthe supervision of the Master Planning / Floodplain Manager, conducts andoversees (Civil Engineer III) or conducts (Civil Engineer II) the review andapproval of technical hydrological and hydraulic models (i.e., CLOMRs/LOMRs andfloodplain analyses).
•Ensurescompletion of floodplain submittals, reviews, and assigned projects andprograms within established time frames and budgets.
•Performsand/or manages the design and construction of small stormwater capitalimprovement projects such as storm sewers, culverts, detention facilities,stream rehabilitation, and river bank stabilization from conceptual ideasthrough final design and construction.
•Coordinatesprojects and work activities with City departments, divisions, or the public asneeded in order to sustain or enhance service levels to the public.
•Developspre-conceptual, preliminary, and final cost estimates.
•Directspreparation and modification of reports, specifications, plans, constructionschedules, and/or designs for project or program.
•Performsreview and final approval of infrastructure replacement or improvementprojects.
•Performssite inspection and construction engineering services to monitor progress andensure conformance to engineering plans, specifications, and construction andsafety standards.
•Assistswith emergency preparedness and response activities related to flooding,including serving as an on-call person for the City's flood warning system.
•Representsthe department and serves as a technical information resource for the public,consultants and developers, City boards and departments, City Council, andother organizations regarding specific projects or general engineeringquestions; may prepare presentations and written materials.
•Conductspublic outreach related to infrastructure replacement projects. Includespreparation of brochures, handouts, website, presentations, etc.
ManagementResponsibilities:
CivilEngineer III only - Provides technical support and guidance to master planningand floodplain staff.

Required Knowledge Skills and Abilities:
Advanced knowledge of stormwater engineering and floodplain management practices and principles.
•Ability to administer floodplain regulations and make interpretations.
•Knowledge of and work experience with hydrologic and hydraulic engineering software including
MODSWMM, EPASWMM, HEC-RAS, HEC-HMS, HY-8, or UD Culvert.
•Ability to read and interpret engineering reports and plans, floodplain and floodway mapping, including determining flood elevations.
Civil Engineer III Only - Technical support, guidance, and mentoring skills to other staff members.
•Advanced knowledge of applicable city, county and federal codes, laws and standards.
•Skilled in the use of engineering, computer-aided design (CAD), GIS, spreadsheet, word processing and statistical software.
•Excellent verbal and written communication skills, and technical writing skills. Ability to communicate at executive level and influence effectively.
•Accomplished and proven in ability to apply advanced mathematical concepts.
•Uses strategic critical thinking in approach to problem solving, issue resolution and solution development.

Education and Experience Requirements:
Minimum:

4 to 7 years of applied engineering experience (Civil Engineer II)
6 to 9 years of applied engineering experience (Civil Engineer III)
Colorado Licensed Engineer Intern, EI (Civil Engineer II)
Colorado Licensed Professional Engineer, PE (Civil Engineer III)
Preferred:
Bachelor's degree in Civil Engineering from an accredited college or university
Master's degree in Civil Engineering from an accredited college or university
6+ years engineering experience (Civil Engineer II)
10+ years engineering experience (Civil Engineer III)
Certifications/Licenses/Specialized Training
•Valid driver's license
•Professional Engineer (P.E.) registered in the State of Colorado (required for Civil Engineer III)
Engineering Intern (E.I.) registered in the State of Colorado (required for Civil Engineer II)
•Certified Floodplain Manager (CFM) certification from the Association of State Floodplain Managers (ASFPM) or ability to obtain within 6 months
