The California Department of Social Services Children's Services Quality Management Branch (CSQMB) is an energetic and visible organization that is responsible for maintaining the integrity of child and family services provided by the 58 California counties by providing leadership, training, technical assistance, and oversight of county and community agencies to promote the safety, permanency and well-being of children. We are seeking individuals with positive attitudes who are willing to take on a challenge and to provide leadership, direction, and motivation to staff towards this effort.

Telework / Remote Work Information: This position has been designated as eligible for telework. The position may require in-person attendance when requested. Advance in-person notice will be provided when possible. The employee would report to CDSS headquarters (744 P Street) in Sacramento if/when required to attend mandated in-person meetings, trainings, etc. Expenses related to travel to the office for required events are the responsibility of the employee. If telework/remote work ends, the position will have to report to CDSS headquarters in Sacramento.

Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer's markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

The California Department of Social Services (CDSS) serves, aids and protects needy and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence. The Child Welfare Workforce Development Section's (CWWDS) primary focus is oversight of the development, support, education, and capacity building of Child Welfare agency workers, and probation placement officers. Our vision is to meet the needs of vulnerable children and their families more effectively and holistically through innovative and effective education and Workforce Development services. The CWWDS oversees and supports capacity building and training of Child Welfare professionals via contractual relationships with public universities supporting the Title IV-E stipend, the Regional Training Academies, and Chief Probation Officers of California. The CWWDS also collaborates with additional vendors, and statewide stakeholders to achieve our mission. The CWWDS oversees the coordination of training efforts for new initiatives and program development across the Children and Family Services Division (CFSD).

Special Requirements

Submit an original signed State Application (STD 678) along with a Statement of Qualifications (SOQ). The SOQ should provide a response to the following:
1. This job requires robust knowledge of Child Welfare training, Workforce Development, contract development and contract management including, budgeting and funding. Please describe what experiences prepare you to direct and manage the Child Welfare training and Workforce Development from a leadership and technical skill perspective.
2. Please share a difficult problem that you have negotiated a solution for involving multiple competing interests and priorities and what you learned from the experience.
3. Please describe your leadership and team building skills including the strategies you utilize to organize and track the work of a team. Please use a specific example to share your experience of doing this.
The SOQ must be limited to two pages in length and formatted using 12-point Arial font, single spacing with one-inch margins. Applications submitted without a SOQ will not be evaluated and will be considered a waiver of interest. A resume, cover letter, or other documents do not substitute for the SOQ.
Applications will not be accepted that did not follow instructions or are missing a Statement of Qualifications that is responsive to the questions posed. Applications will be screened based on experience and desirable qualifications. Only the most qualified who submit the signed State Application (STD 678) and Statement of Qualifications will be interviewed. Subject to SROA process.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for an appointment.
