ICF is actively recruiting for an on-call Child Welfare Evaluation Specialist who will be responsible for providing evaluation technical assistance, evaluation expertise, and change management and implementation expertise on Child Welfare projects within the Child Welfare and Education Line of Business. This position will provide direct service to jurisdictions on state, regional, and local level Child Welfare contracts focused on evaluation conceptualization, planning, implementation and building evidence for effective Child Welfare programs. The successful candidate will have knowledge of conducting evaluations in Child Welfare contexts, demonstrated experience with direct support to agencies in implementing and evaluating interventions and a broad knowledge of the public Child Welfare service continuum, policy and practice.
The position is an on-call and fully remote. This position requires the applicant to be able to obtain Security authorization. Travel, up to 15% is required.
Key Responsibilities:
- Develop relationships with other agency partners providing services as indicated by the project scope and goals.
- Provide direct consultation and updates to the client on the progression of any activities.
- Lead or contribute to evaluation conceptualization, planning and implementation including designing evaluation plans in collaboration with agency staff.
- Work collaboratively with the client to determine readiness for implementation and evaluation and to develop individual site evaluation plans based upon readiness.
- Work collaboratively with agencies to conceptualize and plan evaluation.
- Lead or contribute to the evaluation aspects of projects following a change and implementation model including piloting the practice, analyzing lessons learned, scaling up the practice to additional sites and conducting summative evaluation.
- Conduct rigorous evaluation of Child Welfare interventions in support of building evidence.
- Conduct fidelity and implementation evaluations.
- Coach agencies on evaluation and CQI (continuous quality improvement) work.
- Engage stakeholders, including lived experts, to support culturally responsive and participatory evaluation.
- Travel to assigned jurisdictions as needed depending on needs of the project.
- Other duties as assigned in accordance with workload and priorities.
Basic Qualifications
- Master’s degree in social work, public administration, psychology, sociology or related field.
- 10+ years of professional work experience, with at least 7+ years of experience training/technical assistance provision in a human services field, preferably in Child Welfare.
- Must have at least 5+ years experience and knowledge in the following areas:
- Evaluation
- Change Management
- Child and Family Services Plans
- Child and Family Services Review (CFSR) process
- Family First Prevention Services Act (FFPSA)
Preferred Skills:
- Ph.D. in social work, public administration, or related field.
- Experience with culturally responsive, participatory and/or trauma-informed evaluation
- Experience with FFPSA.
- Knowledge of and experience with IVE Prevention Services Clearinghouse requirements
- Knowledge of and experience with IVE Prevention Services Clearinghouse requirements
- Experience with Child and Family Services Review (CFSR) process and data-driven decision making.
- Experience evaluating a broad scale intervention in a public service system.
- Experience incorporating culturally responsive evaluation principles and engaging lived experts
