Job Title: Chief Program Officer
Department: Programs
Reports to: President and CEO
Location: Hybrid in NYC
Salary Range: $243K - $280K*
*New hires are typically brought into the organization between the minimum to midpoint of the salary range posted depending on qualifications, internal equity, and the budgeted amount for the role.

Position Overview:
The Chief Program Officer (CPO) role provides an extraordinary opportunity for a talented leader to shape and develop solutions and work with a passionate and committed team in an organization with a drive for innovation and quality, a dedicated Board of Directors, and a history of strategic growth. They will provide skilled leadership for Vibrant’s innovative and growing community wellness programs, crisis contact center, disaster services, and educational initiatives. The CPO will articulate and implement strategic program development, evaluation and data-driven decision-making, talent development, and external relationship building. In partnership with the CEO and Executive Team, the CPO will help ensure that Vibrant is positioned to respond to new and strategic opportunities to help individuals, families, and/or communities achieve emotional wellness through groundbreaking and high-quality services.
The CPO will manage a portfolio that includes: 1) Community-based wellness programs that provide direct services to adults, families, and youth; 2) Vibrant’s Here2Help (H2H) multi-modal crisis contact center; 3) Training, public education, and technical assistance initiatives; and 4) Disaster Services. The CPO will also engage with the Board of Directors under the direction of the CEO.
Duties/Responsibilities:
Leadership, Staff Management and Organizational Strategy
  • In partnership with the Chief Executive Officer and part of the Executive Team, they play a key role in the organization's strategic planning, development, and implementation of the plan, service delivery, and management of deliverables, across multiple sites and departments.
  • Create and support a high performing culture in the program department aligned with Vibrant’s core values. Develop an accountable team-based environment to motivate and inspire staff to work collaboratively toward vision and goals and implement yearly staff development plans and mentoring. Directly supervise three Vice Presidents and one Assistant Vice President, as part of the overall management of up to 600 employees across the organization;
  • Establish annual program and departmental goals and objectives and track results against these goals as well as accountability protocols.
  • Lead budget development process and ongoing management and oversight of fiscal responsibilities, with the goal of long-term sustainability. In partnership with the CEO, implement Vibrant’s strategic plan as it relates to program, as well as develop and implement new initiatives that reflect the organization’s mission.
  • Build external relationships with key funders and partners, in particular to the New York City Department of Health and Mental Hygiene (DOHMH), the NYS Office of Mental Health (OMH), NYS Office of Addiction Services and Supports (OASAS), the Administration for Children’s Services (ACS), the NYC Department of Youth and Community Development, and the Substance Abuse and Mental Health Services Administration (SAMHSA), among other government and philanthropic stakeholders
  • Represent Vibrant and Vibrant's CEO, on relevant committees and task forces, as well as at speaking engagements, conference panels, and trainings.
  • Monitor emerging needs among key stakeholders such as clients, government, payers, philanthropy, community, and employees.
Program Oversight and Evaluation
  • Ensure all contractual; government contracts, philanthropic awards, and insurance payer's obligations are met and compliant.
  • Collaborate with development, and program leadership to identify and respond to appropriate RFP, RFA, and philanthropic funding announcements. Coordinate with the team to develop programmatic design, goals, outcomes, and deliverables. Responsible for the proactive establishment of systems, staffing, and Other Than Personal Services (OTPS) costs prior to the submission of proposals.
  • Entrusted to work with the finance department to meticulously budget and monitor programmatic operations, guaranteeing robust fiscal health and effective system management.
  • Is accountable to ensure appropriate data is used to inform the programmatic and operational decision-making process.
Qualifications:
  • A minimum of eight years of strategic leadership experience in a nonprofit, or social service setting, overseeing multiple programs or contracts.
  • Proven track record of developing and managing high-quality programs and experience with budgeting, administrative operations, and fundraising.
  • Demonstrated ability to analyze and compile complex data to inform program evaluation, drive continuous learning and program improvement
  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.
  • Strong relationship builder with the ability find common ground, build consensus and strengthen collaboration among diverse stakeholders.
  • Strong community awareness and astuteness.
  • Ability to successfully navigate in a fast-paced, outcomes-driven and entrepreneurial environment.
  • Demonstrated commitment to the values of diversity, inclusiveness and empowerment.

  • Experience hiring, retaining, and developing senior program staff and leading through transitions and growth. Exceptional management skills and demonstrated success in supervising managers, with an inclusive leadership style, skill in giving and receiving feedback, the ability to provide professional development and drive continuous improvement, and experience in change management.
  • Bachelor’s degree required; advanced degree in Social Work, Public Health, Public Administration or a related field is strongly desired.
