ORGANIZATION OVERVIEW:

HousingPlus is a value driven nonprofit organization focused on assisting women in building community and transforming their lives. HousingPlus is actively seeking to provide support, training and opportunities that foster growth and well-being for its staff as well as the women we serve.

The mission of HousingPlus is to provide permanent, affordable housing and comprehensive services to women, including women with children, and gender expansive people to support them in overcoming poverty, homelessness, addiction, trauma and the effects of incarceration, in order to build lives of stability, and to define and realize goals for themselves and their families. Since its beginning in 2002, HousingPlus has worked to address the lack of housing and services for women who have historically been underserved and marginalized, especially women impacted by the criminal justice system, and for the past 10 years, also female Veterans. Over the next three years, HousingPlus’ programs will continue to grow, along with its commitment to serving vulnerable populations.

REPORTS TO: EXECUTIVE DIRECTOR

POSITION SUMMARY:

The Chief Program Officer (CPO) will serve as a critical executive leadership team member. In coordination with the Chief Executive Officer and executive leadership team, play a vital role in the overall development, strategic planning, service delivery, and management of the organization across multiple areas. The CPO will develop, implement, and oversee HousingPlus’ programs and related services. The CPO will also continually evaluate the effectiveness of programs to provide ongoing feedback; serve as a strategic leader to strengthen program outcomes, and provide productive guidance, supervision, and professional development to their direct reports.

JOB DESCRIPTION:

In collaboration with the Executive Director, the CPO will articulate and implement the strategic vision and leadership of the organization. The CPO will oversee HousingPlus’ portfolio of programs and related services; monitor implementation and development, evaluate the effectiveness of programs to ensure quality, meet contract obligations, and provide appropriate outcomes for funders , raise the organization’s profile through external communications; provide mentoring, guidance, supervision, and professional development to all program leadership staff; and enhance the structure of the organization by staying abreast of developments in the field.

RESPONSIBILITIES:

  • In coordination with the Executive Director and executive team, play a key role in the overall development, strategic planning, service delivery, and management of the organization across sites and departments.
  • Establish annual program staff goals and objectives and track results against these goals as well as develop accountability protocols.
  • Coordinate with program directors in developing new program ideas and pilot projects, including integrating successful pilots into the programs.
  • Provide assistance and guidance on how to troubleshoot program and staff performance challenges. Mentor directors, managers and coordinators on how to proactively engage in planning to improve program management and meet program goals..
  • Deploy resources efficiently and effectively toward organizational goals, working with program staff to balance workload and effort, and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills.
  • Create and support a high performing culture in the program department aligned with HousingPlus’ core values and our model based on the “housing first” approach, through which we connect women and families to housing without preconditions and barriers to entry. We support our tenants through a host of services, including trauma and family counseling and on-site employment/education services.
  • Develop a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal, by clearly communicating agency vision, implementing yearly staff development plans and mentoring. Coordinate with HR to identify and create leadership and professional development opportunities for staff.
  • Participate in the budget development process and maintain a high level of fiscal responsibility.
  • Support fund raising efforts through participating in fundraising events, proposal writing and partnering with the Executive Director to steward funding relationships.
  • Under the advisement of the Board of Directors and in partnership with the Executive Director and other executive staff, implement the new strategic plan, as well as develop and implement new initiatives that reflect the organization’s mission.
  • Serve as liaison to key government agencies, in particular to the New York City DHS, DOHMH, MOCJ and NYS OTDA.
  • Represent HousingPlus on relevant committees and task forces, as well as at speaking engagements, conference panels and trainings.
  • Monitor emerging needs among key stakeholders such as clients, government, philanthropy, and employees.
  • Oversee the coordination, integration, and delivery of all programs, contracts and related services, promoting collaborative relationships between program areas and ensuring that the expectations of funders, partners, constituents, clients, and other stakeholders are consistently met.
  • Respond to government and foundation requests for proposals and applications in partnership with development and senior staff; coordinate planning and activities necessary for development of model program designs in response to RFPs.
  • Work closely with the finance department to budget and monitor programmatic operations to ensure sound fiscal and system management.
  • Establish meaningful qualitative and qualitative goals for each program as well as ensure the integrity and validity of outcomes of programs and services.
  • Coordinate and analyze the appropriate data to inform the programmatic and operational decision-making process. Use the existing platforms to increase HousingPlus’ efficiency, transparency and collaborative efforts among programs.
  • Develop an assessment protocol to determine the feasibility and sustainability of programs as well as lead to more effective and efficient service delivery.
  • Analyze and assess programs based on data collected and implement corrective measures.
  • Deepen existing and create new performance and outcome measures that are core to HousingPlus’ mission.
  • Demonstrate a commitment to the values of diversity, inclusiveness, and empowerment of staff.
  • Focus on growing and building programs, and establish a strategic vision, identify and develop new programs and carefully monitor the progress toward those efforts.
  • Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff.

QUALIFICATIONS:

  • Masters in Social Work or a related field and a minimum of ten years leadership experience in a nonprofit overseeing multiple programs or contracts ideally at an organization serving underserved members of the community.
  • Passion for HousingPlus’ mission and purpose and an ability to communicate this passion to others.
  • Demonstrated experience managing a high-performing team in a multi-site structure to include professional development and mentorship.
  • Comprehensive working knowledge of program planning, organizational structure, budgeting, operations, and fundraising.
  • Demonstrated ability to analyze and compile complex data for planning and reporting purposes.
  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies
  • Strong relationship builder with the ability to find common ground, build consensus and strengthen collaboration among diverse stakeholders.
  • Demonstrated commitment to HousingPlus’ mission and strategic goals.

Benefits

WORK SCHEDULE

The Chief Program Officer position is a full time, salaried position. Hours worked will be weekdays at a mutually agreed-upon schedule. Evening and/or weekend work also may be required.

The central administration office is located in New York, New York.
