Position Description
This position provides senior leadership and direction to subordinate staff with responsibility for Five Rivers MetroParks (FRMP) operations related to parks and conservation, outdoor education, outdoor recreation, and historical and cultural programs, sustainability, and maintenance of infrastructure, fleet, and equipment. The position also serves as a key member of the executive leadership team with significant involvement in leading the agency's overall strategic planning and management.
Duties/Responsibilities

- Serves as a member of the executive leadership team. Provides leadership and direction to assigned areas of responsibility. Provides staff direction regarding the implementation of the comprehensive master plan, other agency plans, and operating and capital budgets that support FRMPs vision, mission, and goals.
- Administers and directs staff in the care, maintenance, protection, and management of land, facilities, amenities, equipment, and infrastructure managed and maintained by FRMP.
- Administers and directs staff in the development, implementation, and evaluation of programs offered to the community that focus on outdoor education and interpretation, outdoor recreation, and historical and cultural resources.
- Advocates and builds relationships and partnerships within the local, state, and national legislative community to strengthen and build advocacy, engage the community, and further the agency's mission.
- Collaborates and works with agency staff to plan and implement the development of safe and accessible facilities and amenities.
- Strives for operational excellence. Creates and ensures staff maintains standards of care for all MetroParks, conservation areas, trails, and amenities, and ensures excellence in programs and customer service for residents and visitors of Montgomery County.
- Responsible for developing and administering assigned general operating and capital budgets. Oversees fiscal and administrative reporting and record keeping in compliance with the agency's policies and procedures. Ensures appropriate staff are engaged with budget input, monitoring, and evaluation for their areas of responsibility.
- Analyzes and evaluates capital and related operating expenditures, cost of service, and cost recovery and provides recommendations.
- Ensures timely preparation of complete and accurate staff work for presentation to executive leadership, the FRMP Board of Park Commissioners, citizen committees, and other organizational or community groups; performs research and analysis for presentations, operations, and other assigned areas.
- Understands, interprets, explains, and applies local, state, and federal law and regulations governing operations and other assigned areas.
- Exercises sound judgment within general policy guidelines; establishes and maintains effective working relationships with community partners and other commissions and boards, officials, staff, private and community organizations, developers, and others encountered in the course of the work.
- Conducts effective negotiations and represents the agency in meetings with labor, governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations.
- Empowers and prepares staff to achieve the mission, goals, objectives, and initiatives of the agency. Develops leaders by providing mentoring, guidance, direction, and support. Ensures that staff are accountable to individual responsibilities and fosters a sense of empowerment for decision-making at all levels.
- Encourages a sense of urgency, fun, and satisfaction toward meeting the goals and objectives of the employee, department, or division and MetroParks.
- Serves as an active member on local, state, and national professional boards and committees to enhance connections, networking, and information sharing.
- Maintains confidentiality of sensitive records and information.
- Works assigned schedule, exhibits regular and punctual attendance, and works outside of normal schedule as needed.
ADDITIONAL RESPONSIBILITIES
- Provides service to the public, responds to questions, and provides information.
- Collaborates within and across organizational boundaries to provide information and service for effective operations of the agency and all staff.
- Represents the agency at local, regional, state, and national conferences and other forums.
- Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
- Maintains responsibility for the overall leadership and direction of various work units. Manages in accordance with delegated authority, and the agency's policies, applicable laws, and regulations. Maintains responsibility for timely and effectively accomplishing the delegated mission of the department, and for accomplishing the strategic goals in accordance with MetroParks' strategic plan and initiatives.
- Manages various employee levels and makes major personnel decisions in consultation with Human Resources staff. Delegates job responsibilities, maintains effective organizational communications, and consistently follows sound management principles and practices. Fulfills supervisory responsibilities in accordance with the agency's rules, policies, and applicable laws. Plans, organizes, directs, and evaluates performance of subordinate staff. Establishes priorities, performance requirements, and personal development targets that are connected to the organization's goals, objectives and initiatives; regularly monitors performance and provides coaching for performance improvement and development; provides recommendations related to hiring, compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies.
- Ensures that subordinate staff is accountable for individual responsibilities and fosters a sense of empowerment for decision-making at all levels.
- Encourages a sense of urgency, fun, and satisfaction toward meeting the agency's goals and objectives.
Minimum Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A combination of appropriate education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:
- Bachelor's degree in Parks and Recreation, Natural Resources, Public Administration, or a closely related field.
- Seven years progressively responsible work experience in the parks and recreation field, including responsible management experience including serving in a senior level management capacity, or an equivalent combination of training and experience.
- Certified as a Parks and Recreation Professional or Parks and Recreation Executive.
- Valid Ohio Driver's License which meets Five Rivers MetroParks' insurance carrier guidelines.

The starting salary may be higher than the advertised max based on the candidate's qualifications.
