Job Description

PURPOSE OF POSITION:

The Chief Nursing Officer Nursing is a member of the Senior Cabinet and is responsible for the Department of Nursing and Patient Care Services. Accountability includes overall planning for nursing and patient care delivery in the hospital to ensure high quality professional nursing practice and patient care through the development of mission, vision, strategic plans, quality assessment and improvement programs; education and research efforts; patient care standards; and resource allocation and financial management to assure quality of patient care.

REPORTS TO:

Chief Executive Officer of the Hospital

AREAS OF RESPONSIBILITIES:

All nursing titles in the Patient Care areas, Medicine, Surgery, MCH and Perioperative Services Administrators

SUMMARY OF DUTIES AND RESPONSIBILITIES:

1. Administration

a. Represents Nursing and Patient Care Services in the corporate structure.

b. Participates, with leaders of clinical departments, nursing, medical and clinical staff, in the Medical Center/Hospital's decision-making structures and processes.

c. Participates with leaders of the corporation, management, nursing, medical and clinical staff, in the ongoing development and review of the Medical Center/Hospital's mission, strategic plan and operations, policies and procedures and allocation of resources.

d. Participates with leaders from the corporation, management, nursing, medical and clinical staff in Planning and implementing quality assessment and improvement programs, quality monitoring and quality improvement activities.

e. Participates with leaders from management, nursing, medical and clinical staff, in developing and maintaining a Risk Management Program.

f. Responsible for the establishment of standards of nursing practice throughout the Medical Center/Hospital.

g. Participates in evaluating, selecting, and integrating health care technology and information management systems that support patient care needs and the efficient use of resources.

h. Participates in hospital administrative systems to coordinate requirements for patient care with available resources.

i. Develops, in collaboration with administrators and other professional disciplines, hospital-wide patient care standards, policies, and procedures that describe how the care needs of patients are assessed, evaluated, and met.

j. Is open and responsive to the diverse backgrounds and experience of other people and promotes an environment that is sensitive to cultural diversity.

k. Collaborates with appropriate community and governmental policy-making bodies.

I. Formulates annual goals for nursing and patient care services consistent with the overall annual goals of the hospital and medical center.

2. Human Resources Development

a. Initiates, develops and implements mechanisms for collaboration between nurses, clinical staff members, physicians and other practitioners.

b. Develops, implements and evaluate programs to promote recruitment and retention of Patient Care Services hospital staff.

c. Collaborates with leaders from the corporation, clinical operations, nursing, medical and clinical staff, in the development of clinical staff members.

d. Assures the establishment of appropriate education programs of orientation; ongoing staff education, development of clinical leadership and management skills; and continuing education.

e. Assures ongoing performance appraisals at designated intervals for all patient care staff.

f. Encourages educational outreach through the development of mentoring programs, provision of student and graduate educational experiences, in collaboration with institutions of higher learning, in nursing and other professions.

3. Fiscal Management

a. Participates with leaders from clinical operations, nursing medical and clinical staff, in the ongoing development and review of the Medical Center/Hospital budget.

b. Responsible for the formulation and monitoring of a financial plan and resource allocation within Nursing and Patient care Services in collaboration with Chief Financial Officer.

c. Assures systems are implemented for adherence to the budgetary and financial plan of the Medical Center/Hospital.

4. Education

a. Determines the education direction for the Department of Nursing/Patient Care Services.

b. Identifies and supports the implementation of evidence base practices which are designed to improve the delivery of patient care.

c. Supports and encourage collaborative research studies and projects within the Medical Center to improve the delivery of patient care.

d. Assure compliance with IRB standards, rules and regulations.

5. Professional

a. Demonstrates visionary leadership through the development of strategic plans for the Nursing and Patient Care Services.

b. Participates in the activities of the nursing profession through membership, committee leadership, lectures, and panel presentations.

c. Publishes in professional nursing and health related periodicals.

d. Serves as consultant for university affiliations and other outside services for pertinent nursing and health care issues.

Minimum Qualifications

1. Valid New York State license and current registration to practice as a Registered Professional Nurse (RN) issued by the New York State Education Department (NYSED); and,

2. A Masters Degree in Nursing Administration or a related field; and,

3. Eight (8) years of satisfactory nursing experience, six (6) years of which must have been in administration or management; or,

4. A satisfactory equivalent of education, training and experience. However, all candidates must have at least a Baccalaureate Degree or higher in Nursing and be licensed and currently registered to practice as an RN in New York State.
