Job Description

General Summary of Position:
The Chief Financial Officer is responsible for all aspects of the financial operations for the agency, and provides accounting, budgetary, operational, and programmatic support to all agency activities and programs.  
 

Duties and Responsibilities of the Position:
  • Manage day-to-day finance and accounting operations including general ledger, accounts payable and receivable, fixed assets, credit card expense reporting, payroll processing, monthly reconciliation, and monthly and year-end close.
  • Direct supervision and professional development of the financial and payroll department and staff, including but not limited to work allocation, scheduling, performance evaluations, and conflict resolution.
  • Create, communicate, and maintain solid financial policies and procedures. This will include direct responsibility for short- and long-term strategic planning, job costing, legal, property management, and partnership compliance, and the development of financial business plans and forecasts.
  • Oversee the agency’s banking activities and actively manage cash flow and develop a reliable cash flow projection process and reporting mechanism to manage cash flow and forecasting.
  • Prepare, analyze, and present monthly financial reports and statements internally to staff, management, and agency governing bodies and externally as required for any additional related audit, legally required reporting, tax documentation, or financial needs.
  • Review monthly operating reports for accuracy, completeness, and major variances between actual and budget results.
  • Develop budgets for the agency, individual programs, and new/proposed/expanded services, including the preparation of budget revisions as needed.
  • Implements and controls expenditures to ensure adherence to the approved budget.
  • Approve monthly bank reconciliations.
  • Proficiently fund activities to cover costs and generate operating margins.
  • Optimize the handling of banking relationships and initiate appropriate strategies to enhance cash positions.
  • Direct corporate insurance programs for the organization ensuring appropriate levels of coverage through ongoing risk analysis for liabilities, properties, volunteers, directors and officers, and other insurance; evaluate and recommend changes to coverage as appropriate.
  • Ensures compliance with 2 CFR Part 200, 45 CFR Part 75, Head Start Program Performance Standards, Trumbull Community Action Program Financial Procedures Manual, and local state and federal regulations.
  • Maintain the integrity and compliance of agency governance policies and related documents.
  • Monitor changes in legal, regulatory, and administrative environments and implement changes in procedures.
  • Remain up to date on nonprofit audit best practices and state and federal law regarding nonprofit operations.
  • Ensure that effective internal controls are in place and ensure compliance with appropriate Generally Accepted Accounting Principles, regulatory requirements, and Office of Management and Budget audit requirements.
  • Serve as the agency’s primary liaison with its independent Auditor to ensure the annual audit is completed smoothly and in a timely manner.
  • Oversee and direct the preparation and issuance of the agency’s form 990; function as the primary contact with the organization’s independent auditors and resolve any issues related to the audit.
  • Actively participates in all administrative decision-making processes with Executive Management.
  • Develops tools and systems to provide critical financial and operational information including issues, trends, and changes in the operating budgets and program delivery models to Executives, Management, Board of Directors, and other stakeholders, and then makes actionable recommendations.
  • Provide consultative support to the agency in planning initiatives through financial and management information analyses, reports, and recommendations.
  • Represent the agency to financial partners, including financial institutions, foundation executives, auditors, public officials, etc.
  • Manage the negotiation and execution of agency contracts with funding sources, vendors, and collaborative service providers.
  • Assist CEO with reviewing, consulting, and approving all agency contracts.
  • Attends and participates in management meetings, all necessary employee training, conferences, and professional development events, which may require travel and flexible work hours.
  • Maintaining strict adherence to TCAP Code of Conduct and TCAP Policies and Procedures including being a Mandated Reporter.
  • Assist in the recruitment and registration of potential program participants county wide.
  • Other duties as assigned by the Head Start Director in fulfillment of the goals and mission of TCAP.

Qualifications:
  • BS in Accounting or Finance required. MBA preferred; Certified Public Accountant required.
  • 10+ years in progressively responsible financial leadership roles.
  • 5+ years of progressive accounting/supervisory experience as a senior level accounting professional.
  • Experience managing non-profit finance (accounting, budgeting, control, and reporting) for a complex nonprofit with multiple funding sources including government (federal and state) contracts.
  • Non‐profit accounting experience with multiple grant funding sources of $10 million annually preferred.
  • Experience with SAGE MIP/Abila Accounting and Payroll System software preferred.
  • High-level of proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, and SharePoint), Adobe (Acrobat DC), Grants Management Software, MIP/Abila, or any other fund accounting software.
  • Knowledge of finance and accounting in accordance with generally accepted accounting principles.
  • Knowledge of State of Ohio contract/grant budgeting/reporting procedures and requirements.
  • Knowledge of Human Resources related laws, regulations, and practices.
  • Knowledge of Payroll reporting and processing of payroll taxes.
  • Extensive knowledge of federal, state, and non‐governmental grant funding processes; prepares and submits the Agency budget and meet deadlines.
  • A well-developed understanding of and experience with Office of Management and Budget audits.
  • Must be able and committed to continuous strict adherence to TCAP’s Confidentiality Policy.
  • Ability to maintain high levels of ethical standards, integrity, and professionalism.
  • Ability to demonstrate dependability, initiative, and high levels of detail orientation.
  • Possesses excellent analytical, abstract reasoning, organizational, and problem-solving skills.
  • Ability to effectively communicate at all levels in the organization, with strong oral and written skills and a willingness to share information.
  • Demonstrates passion for the nonprofit mission of Trumbull Community Action Program; a manager with integrity and a desire to work in a dynamic non-profit environment.
  • Ability to work well with and respond to the needs of internal and external clients, employees, the Board of Directors, the Parent Policy Council, and other provider organizations which may include persons of different racial, ethnic, economic, and social backgrounds.
  • Ability to further professional growth by seeking feedback, reflecting on, and assessing own performance, and taking opportunities to improve skills and knowledge.
  • Must be able to maintain a current and detailed understanding of TCAP Personnel Policies, TCAP Financial Procedures, Head Start Program Performance Standards, and Daycare Licensing regulations as they relate to personnel documentation and training requirements.
  • Demonstrated skills in advising top management on issues related to accounting, internal controls, financial analysis, and strategic planning and interpreting a strategic vision into an operational model.
  • Knowledge and experience with Head Start audits preferred.
  • Must obtain a physical and TB skin test.
  • Must have outstanding time management skills to ensure that all assigned tasks are completed with a very high level of accuracy while still meeting all deadlines.
  • Must be able to meet routine office physical demands including, carrying up to 20-pound objects and possessing the dexterity and vision to operate office computers and equipment.
  • Must possess a valid Ohio Driver’s License, show proof of insurance, reliable on-site transportation, good driving record, be bondable, be able to pass pre-employment and random background checks and drug screenings.

Salary and Benefits:
Salary range is contingent upon experience and available funding. Benefits including hospitalization and agency pension plan are also available after required waiting periods.
