JOB SUMMARY:
Reporting to the CEO, the Chief Financial and Administrative Officer strategically plans, directs and effectively monitors all OSS Health Administrative Services including Finance, HIM, Materials Management, Facilities, IT, HR and Legal functions.
QUALIFICATIONS AND EDUCATION:
· Bachelor’s Degree in accounting, finance, or a related field required,
· Master’s Degree in health/hospital administration, business administration, or related field is highly desirable,
· Minimum of 10 years of experience with increasing responsibilities for financial reporting, financial planning, and personnel management,
· Minimum of 10 years in a financial role comparable in scale and complexity to that of OSS Health,
· Minimum 5 years’ experience leading HIM, Materials Management, Facilities, IT, HR and Legal functions comparable in scale and complexity to that of OSS Health,
- Outstanding interpersonal skills including the ability to effectively communicate with persons externally and throughout the organization, including clinicians and governing board members,
- Excellent verbal and written communication skills, including the ability to coherently explain financial statements and underlying variations,
- Knowledge of the principles and skills needed to provide operational and fiscal control for a diverse set of healthcare services,
- Knowledge of systems design and development processes, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation, and operational management,
- Demonstrated experience in building and managing against Financial Budgets and Operational Key performance indicators/scorecards that underpin Financial Results,
- Experience and understanding of Physician compensation models, including how activities (cases, WRVU’s ,overhead allocations, etc) drive behavior,
- Proven experience and financial understanding of what drives performance in a: Physician Practice, Hospital and Ambulatory Surgery Center,
- Demonstrated knowledge and experience in working with and optimizing Value Based Payment Models,
- Understanding and experience in working with alternative Provider structures such as: ACO, CIN, MSO, etc,
- Demonstrated Revenue Cycle understanding, and management responsibility for Revenue Cycle activities including: Physician Practice, Hospital, and Ambulatory Surgery Center,
- Demonstrated understanding of HIM, Materials Management, Facilities, Human Resources and IT Administrative/Business Services,
- Proven ability to support complex strategic and operational clinical and operational demands in a highly functional set of Administrative Strategies and activities,
- Proven experience in logically scaling Administrative Services to support growth in a rationale manner,
- Experience in supporting and negotiating Joint Venture Agreements, buy-side transactions, etc,
- Experience in negotiating contracts with vendors, contractors, and others,
- Ability to analyze and resolve complex issues, both logical and interpersonal,
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· With the input and support of the Shareholders, responsible for leading and directing a logical financial plan and underlying budget, maximizing Shareholder return and net income.
· Responsible for establishing and overseeing: operating and capital plans, the revenue and expense budgets and cash forecasts.
· Manages programs for capital investments and financing relationships.
· Oversees accounting, financial systems, revenue cycle, HIM, Materials Management, Facilities, IT, HR and Legal functions and activities,
· Responsible for monthly Financial and Administrative reporting to shareholders, including timely and logical understanding of key variances between budget/expectation and actual results,
· Facilitates communication among staff, management, vendors, and other Administrative resources within the organization,
- Manages the cost-reporting process, and all other Financial and Administrative compliance-based reporting,
- Leads or supports all material transactional activities: buy/sell, new venture start, etc,
- Provides assistance to the organization’s leadership and guidance to designated departments to ensure the Financial and Administrative stability of the organization and that the delivery of patient/resident and healthcare service programs continues to respond to the needs of both patients and the community at-large,
- Provides guidance to capital equipment purchases,
- Provide leadership and direction to the staff for whom responsible in order to maintain a work environment that promotes the creative development of ideas and allows employees to meet and/or exceed expectations and established standards of performance,
- Monitor and measure performance of those staff reporting to this position.Address concerns or weaknesses and take appropriate action to ensure issues are resolved. Ensure that staff are working as efficiently, as accurately and as productively as possible,
