ELIGIBILITY REQUIREMENTS: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

- Manage the Refinery Budget by utilizing SAP and other forecasting tools for Capital, Turnaround, Operations, and Maintenance. Determines whether the costs will stay within prescribed ranges as authorized. Develop and implement immediate corrective action measures for those departments outside the authorized range. Key metrics are then provided to Refinery Senior Leadership on a routine basis.
- Develop Contracting Strategies for all Refinery expenses, working with Procurement and affected departments. Develop metrics to monitor contractor performance, address contractor issues, and develop recommendations to improve contractor productivity.
- Supervise the development of all capital project estimates required to meet the project business objectives and the level of accuracy is consistent with authorization requirements through the application of risk analysis and contingency assignment.
- Supervise the development of all Turnaround definitive estimates consistent with CITGO and industry best practices. Work jointly with the Turnaround group to understand the scope, contingency, and timing of the turnaround cost forecast prior to the Turnaround and lead cost forecasting during the Turnaround period.
- Manage special projects associated with all departments including Solomon, IPA Benchmarking, and implementation of new project control tools.
- Develop and direct the training program to satisfy the needs of new employees to allow them to become skilled in the use of Microsoft Project, SAP Cost Reporting, CostTrack, Capital Project Management System (RCMS), Value Improvement Practices (VIP) and departmental metrics.
- Maintain the Refinery Maintenance Performance Indicators.
- Evaluate project performance and troubleshoot areas of deficiency. Ensure appropriate management intervention to review, revise, and/or adapt project plans to overcome problem or address emerging concerns.
- Review and analyze existing or proposed policies, procedures, and systems, as they relate to enterprise-level projects, advise on their impact, and make recommendations for change. Present project recommendations to management.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Ensure staffing levels correspond to project requirements. Ensure application of best practice project control strategies, techniques, and practices.
