Refinery Power - Electrical Commissioning Manager

KBR is providing Project Management Services encompassing Engineering, Procurement, Construction, and Commissioning phase execution supporting KBR's client Sonangol' s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.
KBR is looking for a Refinery Power - Electrical Commissioning Manager to manage and audit the EPC Contractor's Commissioning Team during phases of pre-commissioning, commissioning, preservation, systems mechanical completion, training, and ready for start-up to ensure commissioning activities meet requirements to complete the project schedule as designed and audit EPC Contractor's Electrical Team during operational test performance. This position will act as client first face managing and auditing Power Generation activities according to SIMOPS and permit to work related procedures.
The Refinery Power - Electrical Commissioning Manager will support 5) GTG/HRSC's, (25) Substations, Power Generation Unit, and Electrical Systems for the Marine Facilities, Plant OSBL and ISBL areas at the Sonangol Refinery - Lobito, Angola Site. This role will be an interface with the clients, requiring a deep understanding of the technology combined with excellent communication and leadership skills. The Refinery Power - Electrical Commissioning Manager will manage and control PC&C activities to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention.
****This position will begin the project at KBR's downtown Houston Office then the role will mobilize to China, and then to Angola***

KBR Home Office Responsibilities:
- Review and Audit EPC Contractors':
- Substation PC&C Procedures
- Commissioning and Startup Sequences for Power and Electrical Systems
- Completions documentations for the Electrical Discipline: System Definition, Inspection and Test Records (ITRs), and tag verification assessment
- Definition of the split of work between Construction and PC&C
- Review and audit Single Line Diagrams, Metering and Protection Diagrams, Switchgear Schematics, and Interconnecting Drawings
- Participate in P&ID Reviews, 3D Model Reviews, HAZOPS Reviews, SIMOPS Reviews, provide lessons learned and best practice contributions to the teams
- Review EPC Contractor's electrical training material based upon engineering designs
Project Site Responsibilities (China & Angola):
- Audit EPC Contractors'
- direction for the development of Switching Programs for first Energization events and other complex switching scenarios (such as those required to support the Electrical Dynamic Testing of (5) GTG/HRSG's and (25) substations
- plant walk down activities independently or as part of a team and review punch lists
- completions management program to ensure the project is tracked and documented
- pre-commissioning/commissioning activities related to GTG/HRSG and electrical systems
- completion and certification certificates
- Attendance to Factory Acceptance Test of Electrical Equipment (Switchgears and Prefabricated Electrical Buildings)
Education, Experience, & Skills:
- Bachelor's degree in engineering or related field
10 + years directly related experience with an average experience of 15 + years - In lieu of formal education 18 + years of experience with an average of 23 + years
- Experience with GIS equipment (138kV or higher)
- Proven ability as an Electrical Commissioning Superintendent on large (multi-billion dollar) Oil & Gas Project and on Power Plants with unit ratings in excess of 25MW
- NFPA 70E (Standard for Electrical Safety in the Workplace) Certification/Training or equivalent
- Experience coordinating the testing of Electrical Protection, SCADA, Power Management and Transfer Schemes Systems particularly with Multilin, Micom, SEL and Beckwith devices
- Proficient in writing technical procedures and training materials to multi-discipline groups
- Experience preparing and presenting training materials to multi-disciplined groups
- Proficiency in MS Office Applications e.g., Word, Excel, Access, Microsoft Projects, Visio, Power Point, Revu Bluebeam and Adobe Applications
- Perform other duties as assigned
