Responsibilities
Document Production:
Drafts and executes purchase orders and contracts, utilizing standard and sometimes custom terms and conditions for materials, supplies, equipment, and services. Drafts complex RFQs (request for quotation) RFIs (request for information) and RFPs (request for proposal), including detailed specifications, terms and conditions, and evaluation criteria. Writes sole source justifications and bases for award documents. Reviews requisitions to determine procurement strategy, processing timeline, and additional information needed to complete the procurement process. Initiates and tracks purchase order through product/service delivery. Negotiates terms and conditions most favorable to the University on purchases within delegated authority using a variety of procurement techniques, strategies and methods. Uses technology to produce and transmit high quality work efficiently and effectively. Utilizes UCOP tools regularly, such as the UCOP bidding system. Becomes a BearBuy and Cal Answers expert, and utilizes GEP (CaluSource) and Benefits Bank regularly. Develops, organizes and maintains extensive file documentation pertinent to audit reviews, contract terminations, federal contracting certifications, bid protests and disputes. Participates on cross-functional commodity teams or other strategic sourcing initiatives. Documents interpretations of processes, policies, and procedures for edification of customers and suppliers. Develops spreadsheets and other documentation to support analysis. Interfaces with a variety of technological systems regularly and quickly adapts to changes within those systems and to new systems. Coaches and trains others on the team and within departments who need to interface with those systems.
Relationship Management Customer:
Regularly communicates with campus customers. Reduces risk to the University by ensuring departmental compliance with procurement policy. Collaborates with Human Resources to determine individual supplier's proper classification as an independent contractor or employee. Works in conjunction with end-users to develop specifications for RFQs, RFIs, RFPs and evaluation criteria. Assists in implementation of campus or system-wide agreements; manages demand against agreements. Anticipates potential problems and develops solutions to resolve recurring or unusual issues with bid requests, negotiations and long-term contracts. Makes recommendations regarding new supply sources; champions use of a diverse supply base (as appropriate). Coaches, trains, and/or finds appropriate training sources for department stakeholders on areas of procurement policy and procedure where they need additional assistance. Develops and maintains strong network of buyers and subject matter experts on campus and at other campuses, in order to provide timely and top-notch service to Student Affairs clients and works with supervisor to create multi-campus agreements when practical. Develops templates as needed in order to streamline processes and make interactions as efficient as possible for departments.
Relationship Management:
Negotiates with supplier for lower prices and better terms. Develops new supply sources to address supply base inadequacies (as needed). Resolves supplier performance issues.
Analytical Practices:
Interprets and applies University policies and procedures. Determines quality and cost effectiveness to select goods and services. Assists departments in the determination of product requirements. Analyzes terms and conditions for appropriateness. Performs complex analysis to determine appropriate source for selection. Performs spend analysis for department or campus on assigned vendors or commodities. Makes awards based on lowest cost that meets specifications and performs costs analysis. Regularly reports on cost containment / savings for the Student Affairs Division, as required by Supply Chain Management Office and UCOP. Regularly utilizes CaluSource, Cal Answers and BearBuy reports to analyze spending. Consistently brings forward ideas for process improvement and participates in implementation of those ideas after consultation with supervisor. Reviews terms and conditions for appropriateness. Evaluates sole source justifications for appropriateness. Provides analysis for complex purchasing projects. Provides updates to long-range plan for major upcoming purchasing activities and gives input into the prioritization of these needs.
Planning and Professional Development:
Serves on various campus and divisional committees that impact Purchasing functions, including internal planning groups that support seasonal activities. Participates in professional development and training via CPSM programs, e-procurement user trainings, and UC system wide procurement meetings. Keeps abreast of current literature and developments in related professional organizations and fields. Acquires and maintains understanding of commonly purchased products.
Required Qualifications
Analytical skills necessary to evaluate the quality and cost effectiveness of multiple and complex purchasing options. Ability to communicate effectively in writing and verbally. Ability to read and interpret terms and conditions of contracts. Strong level of proficiency in the use of standard spreadsheet (Excel, Google Sheets) and word processing (Word, Google Docs) software. Knowledge of organization's departments and operations required in order to meet their procurement needs. Demonstrated history of customer service and ability to manage relationships across stakeholder groups. Strong skills in the use of ERP / financial systems (such as Oracle, PeopleSoft, SAP, Banner, etc.). Minimum 2 years' experience working in procurement or related field.
Education/Training:
Bachelor's degree in related area and / or equivalent experience / training.
Preferred Qualifications
C.P.M or CPSM.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $85,000.00 - $97,400.00.
This is a 100%, full-time (40 hours per week), career position that is eligible for full UC benefits. This position is exempt and paid monthly. This is a remote-friendly position, eligible for up to 97% remote capability (occasional days required to be on-site during the year).
