Business Systems Analyst

The mission of Alum Rock Counseling Center (ARCC) is to heal families and inspire youth to reach their full potential. For 50 years, ARCC has provided a wide range of behavioral health counseling and school-based support, designed to promote health equity & educational equity, and ensure that high-risk youth stay safe, in school, and drug & violence free. The agency supports a predominantly Latinx (70%) population in underserved schools and neighborhoods throughout Santa Clara County with a focus on the high-need area of East and Central San Jose. ARCC staff provide services to youth and caregivers who otherwise might struggle to afford and/or access quality care. In 2022-23, the agency served 11,000+ individuals, through 13 different programs, including individual and family counseling, substance use prevention education, youth mentoring, family reunification, parent training/support, and services in 40+ high-need schools.

POSITION SUMMARY:

The Business Systems Analyst (BSA) is responsible for providing operational support, maintenance, and development activities for electronic health record applications. Under supervision of the Business Application Manager, the position requires experience with elicitation and collaboration techniques to provide solutions based on business requirements and healthcare compliance regulations. Utilize hands-on technical expertise and effective communication with differing user levels. Manage healthcare application enhancements and integration with new tools. Assist with database reporting activities, data validation and quality improvement efforts. Knowledge and ability to train users. Work independently and as part of a team.

ESSENTIAL JOB FUNCTIONS:

• Healthcare Application Support (support Welligent cloud-based electronic health record system).
• Monitor and support electronic data interface (knowledge of FHIR concepts and simple object access protocols).
• Provide user training, business process troubleshooting, managing users and profiles, development and maintenance of custom Welligent tools to support new and existing agency programs, and development of procedures and guides around these functions.
• Manage Welligent enhancements and integration with new tools. Includes application testing and data validation.
• Support Windows-based network connectivity with knowledge of various browsers.
• Support and develop streamlined and Adhoc Database SQL reports to supplement Welligent online stock reports.
• May include public-facing user support.

QUALIFICATIONS:

• Bachelor's Degree (or equivalent work experience) in computer science.
• Two years of experience in database and electronic health record systems management.
• Strong software and analytical skills. MS Excel, Oracle, Sql Server, GraphQL and Power-BI or similar experience helpful.
• Demonstrated outstanding written, verbal and presentation abilities. Articulate in a wide range of communication situations when called upon to present and explain complex subject matter.
• Adaptability, ability to multi-task, with desire to create efficiency and a helpful attitude.
• Valid California Driver’s license and good DMV record.
• Criminal justice clearance and recent, negative TB test.
