JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Department of Plant Science in the College of Agricultural Sciences is hiring a Business Systems Analyst. The primary function of this position within the Penn State Nutrient Management Education Program is to apply technology to monitor, maintain and update Nutrient Management Plan (NMP) and Nutrient Balance Sheet (NBS) software tools used statewide by certified specialists to ensure compliance with Act 38 and Act 49 agricultural regulations, and to assist with software development and maintenance of program websites and web-based planning tools. The employee often works independently on highly complex and strategic assignments, yet integrated participation with several multi-disciplined teams is required. Responsibilities include:
  • Evaluation and analysis of program planning tools assures best current practices are incorporated into program products.
  • Expertise in the specialized field of nutrient management, crop production, and environmental sustainability is needed to oversee and lead projects that support diversity and extensive coordination between multiple organizations/audiences including the Pennsylvania Department of Agriculture, State Conservation Commission, Department of Environmental Protection, Extension, USDA-NRCS, university colleagues, faculty, and external customers and users of program tools.
  • Administration of highly complex and specialized issues centered around nutrient management require ability to devise, plan, and collaborate with many partners as a liaison in all levels between legislation and field implementation.
  • Train specialists in the use of software during official certification programming, preparing user guidance documents on how to complete NMP & NBS under state guidelines, preparing written reports, and producing written and oral presentations.

This position offers a flexible work arrangement that combines remote and on-campus work. Questions related to flexible work should be directed to the hiring manager during the interview process. This is a limited term position funded for one year from date of hire with excellent possibility of refunding.
Education and Experience:
This position typically requires a bachelor's degree or higher plus 4 years or more of related experience or an equivalent combination of education and experience. The position requires advanced knowledge of Excel formulas, logical programming, and visual basic macros. A critical component of the position is troubleshooting, solution development, and outreach interactions with certified individuals experiencing complicated challenges with NMP and NBS tools while promoting safe practices, environmental integrity, and agricultural production efficiencies.
This position requires that you operate a motor vehicle as a part of your job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks.
