The Division of Child Support Services (DCSS) is the division within DHS that enhances the well-being of children by locating non-custodial parents; establishing paternity and support orders; enforcing and modifying support obligations; and collecting and distributing child support payments. This program promotes parent accountability and self-sufficiency while reducing the public responsibility for providing financial and medical support to children. DCSS also administers several outreach programs including but not limited to Fatherhood, Prison Re-Entry, and Parental Accountability Court. All of these outreach initiatives are devoted to increasing non-custodial parental involvement in the child's life.
The Division of Child Support Services (DCSS) is seeking candidates for the position of Business Support Analyst 2. This position is a telework position. The candidate selected will be required to come to the State Office in Decatur, Georgia, as needed, for business purposes.
Note: Compliance with the State of GA teleworking policy requirements and maintenance of high-speed internet access are requirements for persons approved to telework.

Job Description
Pay Grade: K
Under general supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members.
Roles and Responsibilities:
  • Assists with resolving requests received through DCSS Systems and performing data corrections, as needed.
  • Gathers information on scope of projects and business requirements necessary for assigned projects.
  • Develops and/or reviews project documentation to include business requirements documents, software requirement specification documents, testing documents for User Acceptance Testing (UAT), training materials, as needed.
  • Attends / leads project meetings and communicates effectively with stakeholders.
  • Serves as the liaison between the business (DCSS) and the Office of Information Technology.
  • Attends conferences to conducts workshops and train staff as needed.
  • Provides status reports accurately and on-time.
  • Performs other professional responsibilities as assigned by supervisor.
  • Researches, analyzes and provides technical as well as business process recommendations.
  • Makes decisions in compliance with agency specific rules, regulations, policies and procedures.
  • Prepares and presents reports and statuses.
  • Utilizes strong time management and organizational practices.
  • Works effectively within a team environment to accomplish organizational goals.
Core Competencies:
  • Knowledge of federal, state and agency rules and regulations applicable to child support services is a plus.
  • Experience with internal DCSS Systems ($TARS, Data Warehouse, Enterprise Notice Generation System, Mobile App, Customer Online Services, etc.) is a plus.
  • Ability to work effectively at multiple levels of the organization and with multiple project teams as well as external stakeholders.
  • Excellent critical thinking, analytical skills, attention to detail, planning, organizational management and task completion skills.
  • Ability to work in a very fast-paced, stressful environment while effectively and accurately managing multiple projects simultaneously under tight deadlines.
  • Demonstrated ability to work independently as well as lead projects.
  • Demonstrated skill as a consensus builder.
  • Ability to demonstrate active listening, critical thinking and group facilitation skills.
  • Ability to make informed, independent decisions and exercise good judgment while weighing pros and cons, making appropriate concessions and considering various alternatives to determine the best options.
  • Excellent oral, written, presentation and interpersonal communication skills.
  • Strong proficiency in the use of Microsoft Office Suite; working knowledge of MS Word, Excel, PowerPoint, SharePoint, Skype and Teams.

Minimum Qualifications
  • Bachelor's degree in business or related field from an accredited college or university AND Two (2) years of experience related to area of assignment.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following education/skills/experience:
  • Child support process and systems knowledge, including experience as an agent, supervisor, manager, policy specialist or other DCSS positions which involve case management experience, problem solving / critical thinking, managing projects/requests, and use of DCSS systems (STARS, Data Warehouse, etc.).
  • Knowledge of Software Development Life Cycle (SDLC).
  • Project management knowledge/experience.
  • Experience developing requirements, use cases, test cases, test plans, implementation plans and all aspects of project development and management.
