The Assessor's department is hiring a Business Personal Property (BPP) Appraiser I/II to join our team. The Business Personal Property AppraiserI/II position is responsible for maintaining and managing the assessment of Business Personal Property and manufactured homes within the borough.

The Business Personal Property AppraiserI/II position is responsible for maintaining and managing the assessment of Business Personal Property and manufactured homes within the borough. Key duties include identifying operating businesses, maintaining merchant registration and Business Personal Property declaration files, reviewing/verifying declared values, conducting field inspections and audits, preparing the annual assessment roll and notifications, and resolving valuation disputes through the appeal process.

Most job duties are in-office, with some seasonal canvassing of mobile home parks in the summer which requires vehicle operation. Throughout all duties, communication with taxpayers is necessary, including navigation of emotional individuals.

The BPP Appraiser I position is under the supervision of the Commercial Appraiser III, who will define the work assignments, regularly monitors work progress, and provides specific instruction and feedback. Work is intended to familiarize employees with the policies and procedures of the department and requires the application of basic principles of property appraisal in an on-the-job environment. If hired as the BPP Appraiser I, there is an expectation that the incumbent will gather the necessary experience, skills and certification to advance to the BPP Appraiser II position in two years. To advance to Appraiser II, the incumbent must complete and pass specified IAAO courses (101, 151, 500, 550, 551) and gain two years of experience. As the employee gains experience, they are expected to perform the assessment functions more independently.

The BPP Appraiser II position is the second level in the Appraiser series. Incumbents are expected to work under general supervision, performing a variety of appraisal assignments with minimal guidance and supervision. This class is distinguished from the BPP Appraiser I by requiring professional level appraisal work experience. This level may assist higher-level appraisal professionals with a wide variety of larger and more complex assignments. Based upon sound academic and/or technical background and some experience, positions allocated to this class perform a wide range of moderately difficult tasks and may assist the Appraiser III with more complex appraisals.

The duties of the BBP Appraiser change throughout the year, offering a variety of work. Because this is a flex position, advancement to a level II position is possible through provided coursework and proficiency assessments.

Must acquire a valid driver's license at time of appointment and for continued employment;


AND

High School diploma or General Educational Development (GED) certificate; AND

Eighteen (18) months of experience in accounting, accounting analysis, reconciliation of data and/ or financial records.

Substitution: College study with major course work in accounting, finance, taxation, law, property valuation or related field may be substituted for the required experience on the basis of 2.5 semester hours (3.75 quarter hours) per month of experience or completion of IAA) courses 101, 151, 500, 550 and 551 or equivalent will substitute for the required experience on ratio of 10 class points per month of required experience. College study and/or completion of IAAO courses may offset up to 12 months of the required experience.
