Our mission at the Ohio Department of Youth Services (DYS) is to improve Ohio's future by habilitating youth and empowering families and communities. We believe that all youth will be given an opportunity to live up to their greatest potential and staff are our greatest resource.
DYS is the juvenile corrections system for the state of Ohio. DYS is statutorily mandated to confine felony offenders, ages 10-21, who have been adjudicated and committed by one of Ohio's 88 county juvenile courts. During their stay with DYS, youth are engaged in programming that is designed to address their criminological and behavioral needs. DYS reaches thousands of youth in facilities and those on parole.

The Opportunity...
DYS is seeking a Business Administrator 3 to plan, direct, and coordinate all fiscal operations and support services for the Cuyahoga Hills Juvenile Correctional Facility, located in Highland Hills, Ohio. The ideal candidate will be a leader and team player with a solid background in accounting and business management.
Duties include, but are not limited to:
- Oversee budgetary process (e.g., participate in preparation of facility budget, direct department heads and administration, monitor individual department spending);
- Maintain facility accounting system and ensure all reports balance and comply with approved budget plan, GRF, and NGRF;
- Monitor transactions (e.g., all cash internal funds to ensure each account balances with monthly reconciliations ensuring a clear audit trail, encumbrance/credit card purchase funding by proper certification of funds prior to purchase being made per approved budget plan, timely vouchering of invoices in accordance through online banker program);
- Participate in development of policies; advise administration regarding interpretation of agency appropriations, accounting, fiscal, business and auditing policies;
- Complete bid packages for PPS and maintenance contracts on annual/biennium basis; monitor expenses and payroll activity throughout fiscal year.
- Supervise and evaluate assigned staff; conduct monthly staff meetings; attend department head/manager meetings
- Oversee quarterly 20% inventory during fiscal year of storeroom supplies (e.g., food, freezer and cooler, clothing, personal hygiene, office supplies, bedding);
- Carry out special assignments (e.g., participate as hearing officer for Inter Disciplinary Committee hearings and staff investigations);
- Internal monitoring of facility grants (e.g., Office of Criminal Justice, National School Lunch Act, Employee Food Rotary, Educational Grants);
- Complete reports (e.g., quarterly petty cash, bank reconciliation, monthly taxes, monthly reports, housekeeping, specialized accounting/fiscal reports).
