Job Purpose
The Business Analyst is responsible for supporting the Government using technical skills to utilize data sources and maintain the operational effectiveness of administrative support. To assess, analyze and perform functional allocation to identify required tasks and their interrelationships and determine functional and cross-functional requirements. This is a part time position with 20 hours a week. Your part time hours will be based on Hawaii time.
Duties and Responsibilities
The job duties and responsibilities include, but are not limited to the following:
- Acting as a resource for customer service, technical support, and other departments
- Gaining access to and update Communication Service Authorization telecommunication data into Mainframe Application.
- Processing Telecommunication Service Requests and Telecommunication Service Orders
- Assisting in performing Telecommunication support with Telecommunication Service Providers
- Inputting data on a weekly basis.
- Identifying and validating new data sources.
- Using data to develop and optimize strategies and processes, increase profits, efficiency, quality, or security, and reduce costs.
- Collecting and analyzing raw data to identify trends, patterns, anomalies, and other helpful information.
- Working with internal departments to collect data and develop and implement strategies.
- Providing centralized administrative, clerical, documentation, and related functions.
- Implementing policies and procedures that keep company data and information secure as it is collected, analyzed stored, and discarded.
- Resolve billing issues for various contracts.
- Conduct research and support actions directly related to contract administration and closeouts.
- Prepare Monthly Status Reports (MSR) on key personnel assigned on the contract.
Within 6 months of employment, employee must develop proficiencies to be able to:
- Enter, and update Communication Service Authorization (CSA) telecommunication data into DITCO
Mainframe TISPROD Application.
- Be proficient in using DITCO COPS Mainframe reporting tools such as XPTR, Financial Accounting
Management Information System (FAMIS), and Telecommunication Services Enterprise Acquisition
Services (TSEAS) Inventory and Billing Information (TIBI).
- Validate and verify DISA Direct Order Entry (DDOE) TSR and TSO entries for resolution.
- Be familiar with DITCO Corporate Application DABBS to process Telecommunication Service Requests. (TSR’s) and Telecommunication Service Orders (TSO’s)
- Input data into CSS/TSI Database and continually updates CSS/TSI database on a weekly basis
Qualifications
Minimum Education & Experience:
- Proficiency with statistics and dataset analytics.
- Ability to recognize patterns and trends in large data sets and use numerical information to develop business strategies.
- Strong math, organization, critical thinking, and problem-solving skills.

Minimum Skills, Knowledge, & Abilities:
- Proficiency with Microsoft Office Suite and Adobe Acrobat Office Suite
- Must be able to effectively organize, execute, and follow-up on projects.
- Analytical skills with experience collecting, organizing, and disseminating abundant information accurately.
- Excellent interpersonal skills to work effectively with teams throughout organization.
- Excellent customer service skills and phone skills are required.
- Ability to learn quickly, problem solve, and take charge confidently.
- Attention to detail and strong communication (oral and written) skills.
- Computer skills: Writing and editing documents, sending, and receiving emails, using the internet to find information, working with spread sheets and creating presentations.
