    Job Description

    Working as a Budget Analyst, you will plan, organize, supervise, and conduct important, difficult, complex, and sensitive analytical work. Your work will have a substantive impact in multiple areas, including, budget, financial/fiscal, economic, legislative, and administrative policy and/or contract administration. You will be a leading budget and finance team member responsible for operating budgets and capital funding efforts, including ensuring capital projects are properly budgeted, grant and other funding sources are secured, and working with the Budget Manager to implement projects and spend funds on time.

    ** Important and Essential Duties:**
    Your duties as a Budget Analyst may include, but are not limited to the following:

    • Direct, supervise and conduct difficult, sensitive and complex analytical work that has a significant impact on the functions and operations of assigned department; respond to highly sensitive information requests, supervise and train clerical, technical, and professional staff; act as an executive assistant and provide administrative analysis to high-level managers or department head; assist management in coordinating and/or negotiating complex administrative tasks related to important functions of assigned department.
    • Direct/guide analytical staff to research, analyze and make policy recommendations on a variety of difficult, complex special projects and highly visible budget, fiscal, policy, program, organizational and related issues; collaborate with senior managers and other individuals/experts to clarify needs, issues and parameters; develop, direct and conduct the execution of complex and comprehensive surveys, studies and other processes to analyze data and information from multiple sources; direct and/or conduct research and evaluation of complex data/information from the internet, databases and other sources, consultation with subject matter experts, development of complex evaluative processes, creation of spreadsheets, documentation of findings, analysis of alternatives and formulation of recommendations; direct and/or conduct difficult and complex analyses, present reports, findings and recommendations to senior management staff, including formal presentations to groups.
    • Analyze trends in budget expenditures and fee revenues, prepare financial/statistical reports for management, Commissions, Mayor's Office, Board of Supervisors, Controller's Office, and various local, State, and Federal funding agencies; coordinate and monitor departmental reporting to funding agencies including the subvention of funds to contracting organizations and justifies that funds are used as required.
    • Consult with senior managers to define complex administrative, management, program and organizational issues, policies and procedures that have a significant impact on the organization; direct and/or conduct detailed and comprehensive studies, surveys and other evaluative processes to analyze existing and proposed systems, functions, policies and procedures; identify important issues, processes, patterns and trends, make related projections, document findings, and develops recommendations.
    • Prepare and direct the preparation of reports for senior management outlining findings; present reports to senior management, including recommendations for the development of policy; coordinate implementation and evaluation of new systems, policies and procedures.
    • Directing and conducting complex and comprehensive analyses to evaluate programs; collaborate with senior management, outside experts and stakeholders to clarify overall mission, goals, problems and issues; develop and analyze performance outcome measures to evaluate new programs and related policies; develop and recommend policies, procedures and work processes for new programs; prepare and direct the preparation of reports for senior management outlining findings and presenting recommendations; coordinate implementation and ongoing evaluation of new programs.
    • Analyze and interpret the existing, newly enacted and proposed local, state, and federal legislation and regulation for policy and financial impact on the department; advise management and prepare recommendations to approval bodies with appropriate supporting documentation regarding how to comply with new regulations, mitigate adverse action against the department or maximize potential revenues; develop, implement and monitor new and revised reporting systems required by legislation.
    • Analyzing existing and proposed administrative policies and procedures as well as organizational problems and best practices; conducting difficult and detailed studies.
    • Identify administrative and operational problems and, process improvements, determine methods of analysis, and identify trends; prepare and present reports with recommendations and appropriate justification based on studies and surveys; review and analyze statistical information, may coordinate the implementation of new systems and procedures.
  • Qualifications

    Qualifications

    Minimum Qualifications:

    Education: Possession of a baccalaureate degree from an accredited college or university.

    AND

    Experience: Five (5) years of full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

    Substitution:
    Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

    Selection Procedures:

    The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the department will move forward in the recruitment process.

    Minimum Qualification Supplemental Questionnaire (MQSQ):
    Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.
