- Analyzing data and policy analysis to support the planning, implementation, and evaluation of the Division's Behavioral Health program generally, including, but not limited to, including Mental Health Parity and Addiction Equity Act (MHPAEA) enforcement, essential health benefit benchmark plan implementation, medication-assisted treatment (MAT) for substance use disorder (SUD) coverage;
- Utilizing management protocols for SUD and opioid use disorder (OUD) in accordance with state statute. Position informs strategy for the Division's Behavioral Health enforcement strategies;
- Reviewing, interpreting, and making compliance determinations regarding large sets of qualitative and quantitative data submitted to the Division by health insurance carriers to assess compliance and quality of coverage for consumers based on State and Federal laws, regulations, and bulletins;
- Providing technical expertise for the Division in discussions regarding Behavioral Health benefit provision and MHPAEA enforcement and BHA alignment;
- Providing expertise to the planning, implementation, and alignment of the DOI with the BHA-led reforms of Colorado's Behavioral Health system, as well as the markets and carriers within its purview, in accordance with the formal agency agreement between the DOI and BHA;
- Providing technical leadership to ensure the DOI meets all required elements as specified in the interagency agreement and serves as a resource to the BHA to ensure the agency meets its specified requirements;
- Managing relationships with health insurance carriers, community partners, and consumer representation groups to ensure that the Division Behavioral Health coverage enforcement strategies accurately reflect community need and capacity;
- Scheduling meetings between BHA communications staff and DOI communications staff to discuss and ensure alignment on any general or specific communication materials, including but not limited to, media requests, community outreach, joint messaging opportunities, press releases, announcements, marketing materials, presentations, and reports;
- Ensuring cross agency collaboration, legislative engagement, and public and local stakeholder engagement.
MINIMUM QUALIFICATIONS (MQs):
- Graduation from an accredited college or university with a bachelor's degree in business, business administration, business management, public policy, project management, public administration, public health, political science, healthcare administration, healthcare management, law, or in a field of study directly related to the work assignment; AND
- Two (2) years of progressively responsible professional* experience in a government environment and/or in the fields of Behavioral Health, health insurance, and/or public health performing at least two (2) of the following:
- Providing analytical support by conducting policy analysis or policy development, including interpreting policy to identify gaps and provide recommendations; and/or
- Conducting research and reviewing large sets of data or information to identify gaps and/or assess compliance with laws and regulations, and provide recommendations; and/or
- Resolving disputes in claims handling, policy services, compliance, and/or member services; and/or
- Stakeholder coordination and/or public/community engagement and outreach and/or answering in-depth questions on policies, including managing relationships with diverse stakeholders, liaising between parties, and/or explaining complex matters to diverse audiences in lay terms.
- Of the two years (2) listed above, one (1) year must include facilitating effective communication between diverse stakeholders and fostering relationships with the public and/or vulnerable communities.
SUBSTITUTIONS:
- A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree;
- A master's degree or doctorate from an accredited college in a field of study directly related to the work assignment may be substituted for the professional* work experience on a year-for-year basis but NOT for the one (1) one year of the required experience facilitating effective communication between diverse stakeholders and fostering relationships with the public and/or vulnerable communities.
Preferred Qualifications:
- Demonstrated experience with analyzing market regulation activities and compliance enforcement procedures;
- Demonstrated experience making compliance determinations based on state and federal laws;
- Demonstrated experience working with vulnerable communities/populations and engaging in relationship building with community partners and stakeholders;
- Demonstrated experience working within a state government agency, researching, analyzing, and interpreting policies and/or data to identify gaps and/or make recommendations;
- Demonstrated professional* experience working within the insurance industry, analyzing and working according to policies, including insurance coverage requirements, reimbursement mechanisms, and/or the ability to navigate insurance claim processes;
- Demonstrated experience utilizing data to inform decision-making and drive policy change, including collecting, analyzing, and interpreting data outcomes, disparities, and service utilization;
- Experience understanding, interpreting, analyzing, and providing recommendations on regulatory, legislative, and policy proposals;
- Demonstrated professional* experience working with, knowledge of, and/or familiarity with public health-related policies, including mental health policies and/or Behavioral Health-related policies;
- Demonstrated experience adapting to changing priorities and work in a fast-paced environment with tight deadlines.
- Demonstrated written communication skills, including the ability to convey information to various stakeholders in a clear, accurate, and concise written manner;
- Demonstrated verbal communication skills, including the ability to effectively convey information to audiences in a concise manner;
